POWER ENGINEERS, INC. <br />KOA's EIR for the <br />Santa Ana Transit Zone project <br />received a Focus Issue Award <br />from the California chapter of <br />the American Planning <br />Association. <br />RBF provides dynamic views of proposed developments through the use of <br />animations and Matchmove technology (combining computer animation <br />with video). Animations provide visual analysis while moving through or <br />around a project on foot, in a vehicle or plane. RBF also performs viewshed <br />analyses that may be utilized to determine whether or not project features <br />are visible within a one-mile-radius. The map is created using Geographic <br />Information Systems (GIS) technology and may include Digital Surface <br />Model (DSM) data. DSM data allows RBF to determine view blockage <br />resulting from existing structures, terrain, and landscaping, e.g., large trees. <br />RBF also prepares shade and shadow analyses by overlaying shadow <br />diagrams on a base map with the building footprints of the project and the <br />surrounding buildings. This illustrates any change in shadow patterns that <br />would be directly attributable to the project, and visually demonstrates the <br />effect of these shadows on surrounding land uses, e.g., residential. <br />Preliminary Engineering <br />The Transportation Planning Department of RBF has an outstanding <br />reputation with over 30 years of experience in the fields of transportation <br />master planning and civil engineering. The staff have extensive <br />experience working directly for municipal, county, state, e.g., Caltrans, <br />and Federal agencies. Based on proven engineering principles, RBF's <br />experienced staff incorporates the geometric standards of alignment, <br />grade, cross section, access control, and intersection/interchange design <br />into the planning and engineering of new roadways and highways. Our most recent and <br />recognized project was the Santa Ana Renaissance Specific Plan (now <br />referred to as the Santa Ana Transit Zone) Environmental Impact Report. <br />This project received a Focus Issue Award from the California Chapter of <br />the American Planning Association. Another significant environmental <br />project owned by the City was the Metro East Specific Plan EIR. <br />KOA also has extensive experience with obtaining project approvals from <br />Caltrans. We have performed work on several freeway projects, which <br />involve heavy coordination with Caltrans staff, including for the Alton <br />Avenue overcrossing in Santa Ana, over the SR-55 Freeway.
