Letter of Commitment: Orange County Bridge to Engineering Project <br />Among <br />Workforce Partners: Santa Ana Workforce Investment Board; Growth <br />Sector <br />Education Partners: Canada, and Santa Ana Community Colleges, <br />California State University Fullerton, University <br />of California Irvine, RapidTech; <br />Employer Partners: OCTANe; Autodesk Manufacturing Users Group <br />The above-named partners have collaborated on an application for a H-1B Technical Skills Training <br />Grant from the U.S. Department of Labor, The partners listed above have agreed to enter into a collaborative <br />agreement in which the Santa Ana Workforce Investmet Board will be the lead agency and named applicant <br />and the other agencies will be partners in this application. The partners wish to enter into a Letter of <br />Commitment setting forth the services to be provided by the collaborative, All of the Workforce and <br />Education partners have an established and successful record of providing employment and training, <br />education, collaborative workforce development projects and working closely with local and regional <br />employers, as described in more detail in the technical narrative of the grant application attached to this <br />agreement. The Employer partners listed above have approached the workforce and education partners with <br />their need to develop a future workforce and contribute to improved education and training of engineers in <br />southern California, as described in detail in the technical narrative.Our Foundation partner is extremely <br />active in STEM education and engineering workforce issues. <br />This application was planned and prepared by the lead agency, Santa Ana Workforce Investment <br />Board, in collaboration with the aforementioned partners, through a series of discussions amongst senior <br />management from each entity, The partners have worked together to develop information about the extent of <br />the need for the proposed services, existing service gaps, scope of services, and the proposed project budget. <br />All signing partners have approved this application, which is a request for new funding for the Orange <br />County Bridge to Engineering Project (OC 132E) to be submitted to the U,S. Department of Labor on or <br />before June 2, 2011. <br />The partners enter into this Letter of Commitment and assert that the primary goal of OC 132E is to <br />develop a sustainable, integrated system for channeling students through pre-college into four-year university <br />engineering programs while preparing them for real-world work situations. To achieve this goal, project <br />partners will: <br />• Build a nine-month intensive Core Engineering Bridge course that incorporates a jump start math boot <br />camp; an intensive and integrated math program including algebra, trigonometry, pre-calculus, and <br />introduction to engineering careers <br />• Enable OC B2E participants to directly enter the already established four year community <br />college/CSU/UC engineering pathways <br />• Enable OC B2E cohorts to move through most of their first two years as a learning community. <br />• Support cohorts of students through the pathways with tutoring, mentoring, case management academic <br />and financial aid and counseling <br />• Offer intensive Summer Engineering Institutes with project based learning <br />• Facilitate transfers to four-year universities' engineering programs for OC B2E graduates <br />• Provide paid and unpaid internships and career exploration opportunities for participating students This <br />Letter of Commitment details the roles and responsibilities for the lead agency and each collaborative <br />partner in implementing the proposed Orange County Bridge to Engineering Project (OC B2E) The terms <br />of this LOC are conditional on the U,S. Department of Labor awarding a H1B Technical Skills Training <br />grant to Santa Ana WIB Grant amounts and matching funds are subject to revision based on the financial <br />circumstances and budgets of the undersigned cooperating agencies. Since the budget will be negotiated <br />finally once the grant is awarded, we are not specifying the dollar amounts of the grant award per agency
