Documentation /Response to Comments <br />A .draft traffic impact report will be prepared for Incorporation into the Draft Environmental Impact Report (DBIR). <br />Following public release of the DBIR, IBI Group will assist in the preparation of responses to public coin ments; on iraffic and <br />transportation issues received on the DBIR. IBI Group will provide responses to comments for Incorporation into the Final <br />Environmental Impact Report. <br />Deliverable; <br />4 Draft Traffic Impact Report <br />NOISE AND VIBRATION ANALYSIS <br />The Planning Center will prepare a noise analysis that will document existing noise levels through noise modeling and short - <br />term noise monitoring program. Future noise levels will be conducted for the design year noise and horizon year for the <br />Preferred Alternative and the No Build Alternative. All noise modeling will be conducted using Cite FHWA's'Traftic Noise <br />ivlodel, version 2.5. The noise analysis will evaluate Increases fn the traffic noise environment associated with a potential <br />increase in roadway speeds and /or traffic volume. Construction - related noise (traffic and construction equipment) and <br />vibration will also be evaluated. <br />Deliverable; <br />Q Noise and Vibration Modeling (model output and output sheets) <br />AIR QUALITY STUDY <br />The project site is located In the South Coast Air Bashi (SoCAB), which Is designated under the National and California <br />Ambient Air Quality Standards (AAQS) as non- attainment for ozone (Oj) and particulate matter (P14t,a and PiVt :s). For <br />operation of the project, regional and localized air quality modeling will be conducted for the Preferred Alternative and the <br />No -Build Alternative. Any increase in air pollutant emissions associated with the project will be compared to the South Coast <br />Air Quality Management District's (SCAQMD) regional emissions thresholds. Localized air quality modeling will be <br />conducted at up to six congested Intersections to determine concentrations of carbon monoxide (CO) and compare them to <br />the AAQS for boildout year with the project. <br />Regional air pollutant modeling will be also be conducted for construction activities and compared to file SCAQi41D's <br />regional emissions thresholds. The SCAQivID also requires ail analysis of (lie potential for construction activities to result in <br />substantial concentrations of air pollutants. Consequently, dispersion modeling will be conducted to determine <br />concentrations of air pollutants generated during construction activities at nearby sensitive receptors. In addition, , it CO <br />hotspot analysis for traffic detours and /or lane closures will be conducted for temporary Impacts at tip to six congested <br />Intersections. <br />The Planning Center will also provide a discussion of global climate change impacts with respect to the effects of greenhouse <br />gas (GHG) emissions, regulatory history of GHG emissions regulation. and GHG emissions associated with the project. <br />Modeling of GHG emissions will be conducted for construction and operational emissions associated with the project. <br />Deliverable; <br />u Air Quality Modeling (model output and output sheets) <br />City of Santa Ana - Proposal to Prepare Environmental Documents for Warner Avenue Widening Project The Planning Center I Page 9 <br />
