Hydrogeology and seismfclty, Expected subgrade conditions, Groundwater, Geologic /seismologic hazards, General condition <br />of existing pavement, Discussion of design issues including need for site preparation, Impact on existing improvements from <br />a geotechnical perspective, Expansive Solis and /or other site - specific conditions, <br />Deliverable: <br />o Geotechn €cal Report <br />INITIAL SITE ASSESSMENT FOR HAZARDOUS WASTE: <br />The Planning Center Is proposing a .Modified Phase I Environmental Site Assessment for the Warner Avenue widening <br />project between Main Street and Grand Avenue. The assessment will assist in Ident€fying environmental hazards related to <br />current and past operations oil the site. The scope will include a review of historic aerial photographs and topographic maps, <br />site visit, rod review of a regulatory database report and city directory. <br />Govermnent records (as available) including: NPL site fist; Federal CRRCLIS list; Federal CBRCLIS NFRAP site list; Federal <br />RCRA CORRACPS facility list; Federal RCRA non- CORRACTS TSD facilities list; Federal RCRA generators list; and Federal <br />ERNS lists will be reviewed Additionally, California State lists of hazardous waste sites identified for investigatiorr or <br />reunediation (as available) will be provided. <br />The Planning Center will perform the following detailed scope ofservices to complete our Transaction Screen Process Report: <br />• Visual observations of site conditions, to evaluate the nature and type of -,activities that have been or are being <br />conducted at and adjacent to the site, In terms of the potential for release or threat of release of hazardous <br />substances or petroleum products. <br />• Review of federal and state environmental database Information within the ASTIVI- specified radii from the <br />subject property using a database service to access records. Use of 7.5- minute topographic maps to evaluate the <br />site's physical setting. <br />• Review of federal and state environmental files pertaining to the subject site and-nearby sites with the potential <br />to impact the subject site. <br />• Review of the following sources of historical use information: <br />Aerial Photographs <br />Historical Topographic daps <br />0 Contacts with state and local agencies regarding the site and surrounding properties and structures. <br />Ao evaluation of business environmental risk associated with a parcel of commercial real estate may necessitate investigation <br />beyond that identified in this environmental site assessment. <br />The proposed assessment does not address whether requirements in addition to appropriate inquiry have been met ht order <br />to qualify for CBRCLA's innocent landowner defense. The proposed. assessment does not address requirements of any state or <br />local laws or of any federal laws other than the appropriate inquiry provisions of CERCLA's Innocent landowner defense. <br />Users are cautioned that federal, state, and local laws may impose environmental assessment obligations that are beyond the <br />scope of this practice. Users should also be aware that there are likely to be other legal obligations with regard to hazardous <br />substances or petroleum products discovered on property that are not addressed In this practice and may pose risks of civil <br />and /or criminal sanctions for non- connpiiance. <br />No subsurface explorations or chemical testing of soils or groundwater will be performed during this assessment. Therefore, <br />our conclusions regarding the evidence of recognized environmental conditions will be based on observations of existing <br />visible conditions, and an our interpretation of site history and site usage information.
