Authorize the City Manager and the Clerk of the City Council to execute an agreement with <br /> RBF Consulting in an amount not to exceed $384,900 to update the Storm Drain Master Plan, <br /> subject to non-substantive changes approved by the City Manager and City Attorney. <br /> <br /> 2. Approve an appropriation adjustment recognizing $71,325 in current year funds received from <br /> fees collected and interest earned in the Local Drainage Area Fund revenue accounts (50500 <br /> and 58000) and appropriating same into the respective Local Drainage Area Fund <br /> expenditure accounts (66220). <br /> <br /> DISCUSSION <br /> <br /> The purpose of the Storm Drain Master Plan is to evaluate the adequacy of the existing storm <br /> drain system, identify drainage deficiencies throughout the city, and recommend plans for solving <br /> drainage and flooding problems. The master plan considers a range of drainage concepts and <br /> solutions for the construction of future facilities in adherence to the City's General Plan. <br /> Moreover, the Storm Drain Master Plan may be utilized to update financing needs for drainage <br /> facilities and other Capital Improvement Program projects. <br /> <br /> The City's Storm Drain Master Plan was completed in May 1994. The County of Orange has <br /> updated its master plan to include storm drains constructed since then, and by incorporating <br /> current topography, hydrologic calculations, and rainfall data. The City's Storm Drain Master <br /> Plan needs to be updated so that it is also current with the County plan. <br /> <br /> The Scope of Services for updating the Storm Drain Master Plan includes a review of the existing <br /> master plan and as-built plans; preparation of a comprehensive update, including hydrology and <br /> hydraulic analysis; as well as mapping of the entire storm drain system. A final study report is <br /> required which can be used to qualify for grant funding. <br /> <br /> <br /> <br /> <br /> 20C-1 <br />
