The proposals were evaluated by a review <br /> committee comprised of personnel from the Public Works Agency. Ratings were based on <br /> criteria related to the qualifications of the firm and the proposed team, responsiveness to the <br /> RFP, and the capacity of the firm to perform and deliver the required work. Additionally, the top <br /> two firms were invited to be interviewed by the review committee.
