February 10, 2012 <br />Kenny Nguyen, PE <br />Senior Civil Engineer <br />City of Santa Ana, Public Works Agency <br />20 Civic Center Plaza <br />Santa Ana, California 92701 <br />Subject: Request for Contract Amendment - Warner Avenue Widening Project <br />(Engineering, Traffic, & Environmental) (SNT-08.3E) <br />Dear Mr, Nguyen: <br />This request for a contract amendment details additional tasks and associated costs to complete the engineering <br />and environmental documentation for the Warner Avenue Widening Project. Additional tasks are required to <br />address City-requested changes to the alignment and street widths, delays in the project, outdated environmental <br />analysis, new case taw regarding traffic analysis, and updated air quality modeling requiring supplemental <br />technical analysis; all of which could riot have been foreseen at the time of our original proposal. Our scope of <br />work and cost estimate have been structured to follow our original task numbering and describe the changes or <br />supplemental work that must be completed for each task. <br />Project Background <br />The kick off meeting for this project was on March 1, 2009. Since the kick-off meeting, alternative concepts have <br />been prepared that evaluate combinations of 100-, 110 120-foot right-of-way within varying segments of <br />Warner Avenue. The concepts address property take on the south only, the north only, and on both sides of the <br />street. The City has requested additional engineering designs to identify alternative bike crossings that would <br />connect the bike path on the north and south sides of Warner Avenue without the need for a midblock traffic <br />light. Additionally, the City would like to see alternative plans that would minimize property take and reduce the <br />number of remnant parcels along the north side of Warner Avenue. <br />Revised Scope of Work <br />ENVIRONMENTAL <br />This request includes the following tasks beyond our approved scope of work: <br />TASK 1. ENVIRONMENTAL STUDIES <br />No change; this task is complete (Phase I hazards assessment). <br />TASK 2, DATA COLLECTION <br />No change. Data Collection is complete for the initial phase of the environmental document. <br />TASK 3. INITIAL STUDY <br />New alternative designs for the bike path crossing and to minimize property take will be developed.
