The POWER Team brings <br />unparalleled and directly relevant <br />project experience and knowledge <br />to the City of Santa Ana for this <br />contract. In fact, members of the <br />POWER Team have experience <br />working with the City of Santa <br />Ana Public Works Agency, as <br />well as Caltrans, including District <br />12. The team we have assembled <br />for this contract has worked <br />closely together to prepare CEQA <br />and NEPA compliant documents <br />and supporting technical studies <br />for transportation -related projects; <br />this includes work performed <br />under POWER's on-call <br />environmental consulting services <br />contract with the Riverside <br />County Transportation <br />Department. Our team's pertinent <br />knowledge and experience <br />working together brings value- <br />added expertise to complete and <br />obtain project approval <br />expediently and cost effectively <br />under this contract. Combined, the <br />POWER Team has completed <br />hundreds of environmental studies <br />for transportation projects <br />involving roadway realignments, <br />extensions and widenings, <br />intersection improvements, and <br />highway improvements. <br />We have provided brief resumes <br />for our proposed Key Personnel, <br />including their role and percentage <br />of time we anticipate will be <br />devoted to the project; these <br />estimates may fluctuate as specific <br />tasks are assigned. <br />s <br />POWER ENGINEERS <br />Court Morgan <br />Project Manager (40%) <br />Mr. Morgan is a Project <br />Manager/Senior Environmental <br />Planner with over 15 years of <br />experience. He has provided <br />environmental planning and <br />permitting services for numerous <br />surface transportation and <br />infrastructure projects, including <br />several road widening projects in both <br />rural and urban environments. Court <br />has coordinated and managed several <br />such projects to meet requirements set <br />forth by Caltrans, CEQA, NEPA, and <br />FHWA, and other state, federal and <br />local regulatory agencies such as, but <br />not limited to, the California <br />Department of Fish and Game, <br />Regional Water Quality Control <br />Boards, South Coast Air Quality <br />Management District, and USACE. <br />Directly relevant to this contract, Mr. <br />Morgan currently serves as Project <br />Manager for POWER's on-call <br />environmental consulting services <br />contract with the Riverside County <br />Transportation Department. POWER <br />has successfully executed multiple <br />projects associated with this contract, <br />including management of the <br />preparation of CEQA and NEPA <br />compliant documents and supporting <br />technical studies to meet County and <br />Caltrans reporting requirements. <br />Mr. Morgan has extensive experience <br />working with the City and Caltrans to <br />manage projects through the PANED <br />process. In fact, Court managed the <br />On-call Environmental Consulting <br />Services Contract for the City of <br />Santa Ana Public Works Agency <br />(and the City's Planning and <br />W <br />Our team's pertinent <br />knowledge and experience <br />working together brings <br />value-added expertise to <br />complete and obtain project <br />approval expediently and <br />cost effectively under <br />this contract. <br />Building Agency) prior to joining <br />POWER. As Project Manager under <br />this contract, he managed preparation <br />of multiple CEQA and NEPA <br />documents and supporting technical <br />studies, regulatory permitting studies, <br />and applications for a variety of City <br />proposed roadway improvement <br />projects (e.g.: Grand Avenue <br />widening and Bristol Street widening <br />projects). Mr. Morgan's knowledge <br />attained through prior management of <br />the City's On-call Environmental <br />Consulting Services Contract, <br />coupled with the team's experience <br />and working relationship with the <br />City, will enable the POWER Team <br />to hit the ground running and expedite <br />project approvals. <br />Bill Eisinger, P.E. <br />Principal -in -Charge (20%) <br />Mr. Eisinger is experienced in all <br />phases of project management, <br />development, and design for <br />transmission line and substation <br />projects. As a project manager for <br />major utility projects, he is <br />experienced in the areas of routing <br />and siting, right of way acquisition, <br />design criteria development, <br />preliminary and final design, material <br />procurement, construction <br />management, cost estimating and <br />economic analysis, planning, and <br />overall program management for <br />projects ranging from 46 kV to 500 <br />kV.
