Allison Carver

<br />Ms. Carver is a biologist with
<br />experience conducting habitat and
<br />biological assessments, natural
<br />environment studies and ecological
<br />research projects. She has experience
<br />conducting wetland delineations, and
<br />specializes in water resource analysis.
<br />She has authored both biological and
<br />hydrology and water quality sections
<br />for a variety of documents, including
<br />EIRs, EISs, and MNDs for state and
<br />federal environmental assessment
<br />documents under CEQA and NEPA.
<br />Ms. Carver has prepared Section 401
<br />Water Quality Certification permits,
<br />Section 404 Nationwide permits, and
<br />CDFG Lake or Streambed Alteration
<br />Agreements; she has also developed
<br />and implemented storm water
<br />pollution protection plans (SWPPPs)
<br />and spill prevention, control, and
<br />countermeasure plans (SPCCs) in
<br />compliance with regulatory agency
<br />requirements. Her experience
<br />includes environmental compliance
<br />monitoring, construction monitoring,
<br />and data collection and analysis,
<br />including water quality.
<br />David Barrackman

<br />Mr. Barrackman is an experienced
<br />GIS analyst with a range of
<br />experience in field work, data
<br />collection, field and data analysis,
<br />design, and mapping. His
<br />background includes resource pian
<br />development, documentation, forest
<br />inventory, soil analysis, habitat
<br />monitoring, 2D and 3D illustration,
<br />field data and figure mapping, and
<br />calculating project -specific CEQA
<br />and NEPA documentation. He has
<br />experience in database management
<br />and mapping various forms of
<br />analytic data used in planning
<br />applications, such as converting
<br />AutoCAD drawings to and from
<br />GIS format. His experience also
<br />includes data translation and
<br />information applications. Mr.
<br />Barrackman is proficient with
<br />various GIS software applications,
<br />AutoCAD, GPS applications, and
<br />graphics software. He provides
<br />based mapping and analysis for air
<br />quality, traffic and transportation,
<br />natural resources, geotechnical,
<br />remediation, and planning.
<br />Saadia Byram
<br />Technical Editing/Document

<br />Ms. Byram is an administrative
<br />professional specializing in technical
<br />editing and document management.
<br />She works closely with Project
<br />Management and Environmental
<br />Planning to perform quality control
<br />for NEPA and CEQA documents and
<br />facilitate resource collaboration. Her
<br />experience includes coordination and
<br />management of environmental
<br />documents and reports, development
<br />of project planning documents,
<br />interdisciplinary coordination, and
<br />production of project record
<br />documentation. She assists federal
<br />agencies with Section 508 compliance
<br />to ensure that all project
<br />documentation posted to agency
<br />websites is equally accessible to
<br />people with disabilities. She performs
<br />technical writing, editing, and
<br />formatting for EISs, EIRs, MNDs,
<br />ISs, Biological and Cultural Survey
<br />Reports, CEQA Checklists,
<br />Communications Plans, Preparation
<br />Plans and Public Involvement Plans,

<br />Susan Goldberg, MA, RPA

<br />Ms. Goldberg has more than 35 years
<br />of archaeological fieldwork, research,
<br />management, and administration
<br />experience in California, Oregon, and
<br />the Midwest. As Vice President in the
<br />Southern California Region, she
<br />directs staff and subcontractors in the
<br />performance of project work. She has
<br />directed or supervised field work at
<br />hundreds of prehistoric and historic
<br />sites, prepared and implemented
<br />cultural resources management and
<br />treatment plans to ensure compliance
<br />with Section 106 of the NHPA,
<br />CEQA and other federal and state
<br />laws. This work has included
<br />National Register evaluations and
<br />POWER ENGINEERS, INC.
<br />nominations, research designs, site
<br />protection plans, buried site testing,
<br />monitoring, and mitigation through
<br />data recovery for transportation,
<br />hydroelectric, water, solar, wind, and
<br />gas developments. Ms. Goldberg has
<br />also managed several large data
<br />recovery projects, on-call services
<br />contracts with Metropolitan and
<br />Caltrans District 8, and the cultural
<br />resources elements of dozens of
<br />CEQA/NEPA compliance projects.

<br />Ms. Smith, AE Historic Preservation
<br />Program Manager, has more than 20
<br />years of experience in cultural
<br />resource investigations with 13 years
<br />of experience as an architectural
<br />historian and historic preservation
<br />specialist. During the past 15 years
<br />her work has primarily focused on
<br />managing regulatory compliance
<br />projects under Section 106 and 110 of
<br />the National Historic Preservation Act
<br />(1966, as amended), Section 4(f) of
<br />the U.S. Department of
<br />Transportation, NEPA, and CEQA.
<br />Her professional experience includes
<br />archival research, historic built
<br />environment inventory surveys,
<br />historic streetscape assessments,
<br />National Register and California
<br />Register eligibility evaluations,
<br />National Register nominations,
<br />historic context development, visual
<br />impacts assessments, historic
<br />preservation planning, historic
<br />building rehabilitation guidance, and
<br />design review. Ms. Smith has
<br />extensive experience in conducting
<br />historic built environment studies for
<br />transportation, aviation, energy, flood
<br />control, communications, urban
<br />redevelopment, capital improvement,
<br />and military projects. She meets and
<br />exceeds the Secretary of the Interior's
<br />Professional Qualifications Standards
<br />for an Architectural Historian.
