Obispo Counties. Mr. McDonald has <br />ample expertise in vegetation <br />restoration, wetlands delineation, and <br />floral and faunal resource impact <br />assessment. He has conducted <br />reconnaissance surveys and habitat <br />evaluations for special status plant <br />and wildlife species and has authored <br />environmental and biological sections <br />for a variety of documents, including <br />Biological Assessments, EIRs, EISs, <br />and EAs for state and federal <br />environmental assessment documents <br />under CEQA and NEPA. Mr. <br />McDonald's wide-ranging experience <br />includes leading and coordinating <br />teams of various biological <br />disciplines, creating vegetation <br />restoration mitigation and monitoring <br />plans, restoration implementation <br />monitoring, restoration compliance <br />inspections, construction monitoring, <br />data collection and analysis, <br />functional analysis, and assisting with <br />jurisdictional waters delineations. <br />Michel Ybarrondo, P.E. <br />Hydrology/Floodplains (45%) <br />Mr. Ybarrondo is a water resources <br />engineer with experience in the entire <br />stream restoration process from initial <br />alternatives analyses to post -project <br />monitoring. This process includes <br />hydrologic and hydraulic modeling, <br />fluvial geomorphology, hydraulic <br />analysis for the design of bridges and <br />culverts, surveying, and construction <br />management. He also has experience <br />in geotechnical investigations, <br />construction monitoring, geologic <br />hazard investigations, geologic <br />mapping, groundwater modeling and <br />contaminant degradation analyses. <br />For transmission projects, Mr. <br />Ybarrondo uses his extensive <br />geological, geotechnical and water <br />resources engineering experience to <br />assess critical design and construction <br />considerations. Additionally, he is <br />experienced in the complexities <br />associated with geotechnical <br />investigations for transmission <br />foundation design and direct embed <br />backfill testing procedures. <br />Mark Schaffer <br />Community Impact Assessments/ <br />Socioeconomic and Utility/Sewer <br />Study (40%) <br />Mr. Schaffer has experience serving <br />as a land use analyst, study <br />coordinator, and environmental <br />planner for numerous linear related <br />siting projects (e.g.: surface <br />transportation, pipelines, transmission <br />and distribution lines, fiber optic <br />lines). He has conducted data <br />collection, analysis, and impact <br />assessments for over 95 <br />environmental studies addressing the <br />topics of community impact <br />assessment (including Caltrans - <br />compliant assessments); land <br />jurisdiction/ownership; existing land <br />use; planned land use; agriculture, <br />hazardous waste, recreation; and <br />transportation. Selected projects <br />include site-specific studies such as <br />hazardous waste assessments, and <br />regional -scale studies including <br />collection and analysis of constraint <br />and opportunity data for a <br />transmission line system involving a <br />100 -million acre study area covering <br />parts of five southwestern states. <br />Sam Matthews, Eng. P.G. <br />Hazardous Materials/Initial Site <br />Assessments and Geology/ <br />Soils/Mineral Resources (40%) <br />Mr. Matthews is a registered <br />professional engineering geologist <br />with extensive working experience in <br />the transportation industry. His <br />diverse technical background, <br />extensive operations experience, <br />utilization of multidisciplinary <br />business lines and project delivery <br />methods has resulted in the <br />completion of many successful <br />transportation projects throughout the <br />western United States. Mr. Matthews' <br />technical background portfolio <br />includes geotechnical engineering, <br />geological engineering, <br />environmental, water resources, and <br />materials related services. Project <br />experience includes: environmental <br />assessment (Phase I, III & III), <br />Hazardous Materials evaluation and <br />remediation, surface and groundwater <br />evaluation, geologic mapping, rock <br />POWER ENGINEERS. INC. <br />mass characterization and rock slope <br />stabilization, hydrogeology, storm <br />water evaluations, settlement analysis, <br />slope stability evaluation and <br />remediation, geophysics, underground <br />mapping, materials testing & <br />inspection, laboratory testing, <br />aggregate source evaluations, <br />groundwater evaluation, seepage <br />analysis, monitoring well design and <br />installation, compliance and <br />permitting, and construction <br />management. Mr. Matthews is skilled <br />with developing strong client <br />relationships and building strategic <br />project teams that result in successful <br />project delivery. <br />Stephanie Bennett <br />Public Outreach (50%) <br />With extensive experience in the <br />public involvement and <br />communications fields, Ms. Bennett <br />has worked in public involvement for <br />projects in various stages of <br />development. Her experience includes <br />working as the statewide Public <br />Involvement Coordinator for the <br />Idaho Transportation Department. <br />She specializes in NEPA projects and <br />is well -versed in environmental <br />process and agency coordination. She <br />has completed public involvement for <br />EISs, EAs and Re-evaluations. Ms. <br />Bennett specializes in transportation <br />projects and enjoys working one-on- <br />one with stakeholders and property <br />owners to resolve difficult issues, <br />including right of way takes, <br />relocation of property access and <br />aesthetic treatments. She is currently <br />working for the Idaho Division of <br />FHWA to coordinate and moderate <br />the state's Partnership on Sustainable <br />Communities Workshop. The <br />workshop is part of an effort by <br />FHWA, Housing & Urban <br />Development (HUD) and <br />Environmental Protection Agency <br />(EPA) to bring community leaders <br />together to foster collaboration on <br />projects.
