Members of our team <br />have worked directly with <br />the City and Caltrans, <br />providing the City with <br />a team that is <br />unparalleled with regard <br />to pertinent contract - <br />related experience. <br />NI � <br />TECHNICAL APPROACH <br />PROJECT UNDERSTANDING <br />The POWER Team brings to the City the immediate availability of <br />technical depth and diversity of expertise necessary to fulfill all the areas <br />listed in Exhibit A (Scope of Work) of the RFP. The key activities <br />required under this contract include: <br />• Preparing CEQA and NEPA documents, ranging from Categorical <br />Exemptions and Exclusions to EIRs and EISs; <br />• Coordinating with external agencies and the public, as necessary; <br />• Acting as an extension of City staff, e.g., on-call support staffing, to <br />complete environmental tasks and obtain project approval; <br />• Familiarity and compliance with FAA and ALUC requirements <br />• Preparing and implementing mitigation monitoring and reporting <br />programs; and <br />• Preparing environmental technical studies (e.g.: biological and cultural <br />resources; air and noise; hydrology and water quality) to support <br />CEQA and NEPA documents. <br />Our approach to this contract will be guided by our extensive knowledge <br />of CEQA and NEPA standards and City and Caltrans procedures has <br />allowed us to prepare numerous CEQA and NEPA compliance <br />documents in accordance with those standards. We have also prepared <br />hundreds of environmental permits including Section 404 permits in <br />consultation with the USACE; Section 401 Water Quality Certifications <br />from the respective Regional Water Quality Control Boards; and Section <br />1602 Streambed Alteration Agreements in coordination with CDFG. <br />The POWER Team has also prepared and successfully administered <br />Mitigation Monitoring and Reporting Programs for major transportation <br />projects. Members of our team have worked directly with the City and <br />Caltrans, providing the City with a team that is unparalleled with regard <br />to pertinent contract -related experience. <br />CALTRANS PROCEDURES & REPORTING <br />REQUIREMENTS <br />Preparation of NEPA-compliant documentation under this contract <br />would entail preparation of studies to meet requirements set forth by <br />Caltrans. The POWER Team is highly trained regarding preparation of a <br />range of NEPA documents and supporting technical studies in <br />accordance with standards specifically detailed in Caltrans' Standard <br />Environmental Reference (SER) and other associated Environmental <br />Handbooks and manuals, e.g., Storm Water Quality Handbook. <br />HLY 11-128223 CITY OF SANTA ANA PWA ENV.
