As stated previously, and directly pertinent to the contract <br />addressed herein, POWER has been retained by the Riverside County <br />Transportation Department to provide on-call environmental consulting <br />services; under that contract, POWER has successfully executed multiple <br />projects requiring preparation of NEPA-compliant documents and <br />supporting technical studies to meet Caltrans reporting requirements. <br />A PROVEN APPROACH <br />Karen Cadavona, one of POWER's Work Assignment Managers, was an <br />environmental planner for Caltrans District 7 for four years. Also, as <br />noted previously, Applied Earthworks, Inc., our Archaeological <br />Resources and Historical/Architectural History Lead for this contract, <br />has won three consecutive procurements with Caltrans District 8 to <br />provide on-call cultural resource services. Under these procurements, <br />Applied Earthworks has completed 46 task orders for Caltrans District. <br />This directly relevant experience with Caltrans' procedures and <br />reporting requirements enable the POWER Team to offer the City an <br />established approach that effectively streamlines the environmental <br />approval process. <br />The POWER Team has prepared CEQA and NEPA documents <br />(including joint CEQA/NEPA documents) and supporting technical <br />studies for projects both on and off the State Highway System (SHS). <br />As per Caltrans' Standard Environmental Reference (SER), Volume 1 <br />(Guidance for Compliance), Chapter 5 (Preliminary Environmental <br />Scoping), each type of project (i.e.: on or off the SHS) entails a <br />separate project development process to determine the appropriate level <br />of Environmental Document and supporting technical studies. <br />For projects on the SHS, the proponent prepares a Preliminary <br />Environmental Analysis Report (PEAR) in support of a Caltrans - <br />compliant Project Study Report and in coordination with Caltrans <br />District staff. For a project off the SHS, the project proponent prepares a <br />Preliminary Environmental Study (PES) form to determine the level of <br />environmental analysis and documentation that is required. <br />The POWER Team is highly experienced regarding the procedures and <br />standards for preparation of the key technical studies that support CEQA <br />and NEPA documents. Such procedures and standards are outlined in <br />Volumes 1 through 4 of Caltrans' SER. <br />Under this contract, it is assumed that the City will issue an array of <br />assignments, including assignments off the SHS. As further described in <br />Caltrans' Local Assistance Procedures Manual (May 30, 2008), the <br />following flow chart describes the typical project development process <br />for a local project off the SHS; all such projects would be coordinated <br />through the Caltrans District 12 Local Assistance Engineer. <br />HLY 11-128223 CITY OF SANTA ANA PWA ENV.
