Request for Extension of Measure M2 <br />CTFP funding for Grand Avenue Widening <br />March 18, 2013 <br />Page 2 <br />Since the Project utilizes federal funding, the California Department of Transportation and the <br />Federal Highway Administration must certify the property acquisition process. This certification <br />must be completed prior to advertising the construction contract. The process to obtain <br />possession through condemnation now puts the schedule beyond the June 30, 2013, deadline. <br />Given these constraints, staff recommends that the City Council authorize the Public Works <br />Agency to request a one-time, one-year extension of Measure M2 CTFP construction funding for <br />the project to avoid the allocation from lapsing. Right-of-way acquisition is anticipated to be <br />complete in September 2013, and construction is planned to commence in January 2014. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the proposed project has been <br />determined to be adequately evaluated in the previously prepared FEIR (SCH No. 1998051068) <br />approved by City Council in 2002.
