Set Public Hearing <br />For <br />CONTINUED TO <br />FILE NUMBER <br />IClT404%CNAGER <br />RECOMMENDED ACTION <br />Adopt a resolution approving an application for grant funds from the Environmental Justice Grant <br />Program through the California Department of Transportation, Division of Transportation <br />Planning. <br />DISCUSSION <br />The California Department of Transportation (Caltrans) conducted a call for project applications <br />for Fiscal Year 2013-2014 under the Environmental Justice Grant Program. The program <br />provides funds for projects that integrate transportation, land-use planning, and community <br />values to support livable communities. The program is administered by the Caltrans <br />Transportation Planning Division, Office of Community Planning. <br />The City is currently in the process of updating the Circulation Element of the General Plan, and <br />one of the key components of that update is the adoption of a Complete Streets policy. <br />Complete streets are those which provide mobility for all users and modes of travel, including <br />automobiles, bicycles, pedestrians, and transit. Staff is requesting authorization to prepare and <br />submit an Environmental Justice Program grant application that will support the City's <br />transportation and mobility goals. <br />The grant application will focus on planning level activities to evaluate five roadway corridors in <br />an effort to engage the community and identify potential safety enhancements and feasible <br />elements of complete streets. A subsequent phase will include the preparation of a Complete <br />Streets guidelines document in furtherance of the Complete Streets policy. A resolution <br />authorizing submission of the grant application is required as part of the process. The <br />application deadline is April 2, 2013. <br />55B-1
