Set Public Hearing For <br /> CONTINUED TO <br /> FILE NUMBER <br /> CITY MANAGER <br /> <br /> <br /> <br /> RECOMMENDED ACTION <br /> <br /> 1. Award a contract to the lowest responsible bidder, United Paving Company, in accordance <br /> with the Base Bid, totaling $704,724, for the construction of the Citywide Residential Street <br /> Repair Phase 17. <br /> <br /> 2. Approve the Funding Analysis as shown in Exhibit 1 for a total estimated construction phase <br /> cost of $879,500. <br /> <br /> DISCUSSION <br /> <br /> The City's Pavement Management System has identified the concrete residential streets shown in <br /> Exhibit 2 as a high priority for rehabilitation. The pavement has deteriorated due to weather, age, <br /> heavy usage, and poor drainage. Portions of the adjacent curb and gutter, driveway approaches, <br /> curb ramps, and sidewalks are either missing or in disrepair and require replacement. <br /> <br /> Improvements include reconstructing pavement and replacing damaged concrete curb and gutter, <br /> driveway approaches, sidewalk, and constructing new cross gutters. Once completed, these <br /> improvements will extend the life of the pavement and enhance the ride quality, surface drainage, <br /> and appearance of the street. <br /> This project is funded with Community Development Block Grant (CDBG) funds. To be eligible for <br /> CDBG funding the majority of the project area must be within a low-moderate-income <br /> neighborhood. City staff has reviewed the census tract information to confirm that this <br /> recommended service area meets the requirements. <br /> <br /> The Notice Inviting Bids was advertised on January 8 and 9, 2013, and bids were opened on <br /> February 20, 2013.
