The Victorian farmhouse is associated with the agricultural period which <br />extended well into the 1920`s when the city began to map Park Santiago's west side street <br />alignments. At that time, ranch and orchard properties dominated the area. Coinciding with <br />the Colonial Revival alterations in 1938, the western half of the Park Santiago transformed <br />with single family residential developments, according to the 1942 Sanborn map. This marks <br />the second period of significance-suburban development. <br />The McGowan farmhouse is one of the first, if not the first residence, of the northeast area of <br />Santa Ana, and is significant for its association with a transition from ranching to agricultural <br />land uses that made a significant contribution to local history, and for its distinctive and unique <br />architectural characteristics. This qualifies the McGowan House for individual eligibility for <br />Iocal historic designation. Subsequently, the structure also qualifies for the California Register <br />based on the California Evaluation Criteria for its association with events #hat have made a <br />significant contribution to the broad patterns of local, California or national history, and the <br />structure's distinctive characteristics of a type, period, region or me#hod of construction. <br />Removal of a property from the Santa Ana Register of Historical Properties also has established <br />criteria. In order to be removed from the Register, one of the following must be true per Section 30- <br />2.3 of the SAMC: <br />1) The building, structure, object or site does not meet the criteria for being placed on the city <br />register of historical properties; or <br />2) Discovery of information subsequent to placement on the register of historical properties <br />regarding the significance of the building, structure, object or site, such that the criteria for <br />placement on the city register of historical properties is not met; or <br />3) The building, structure, object or site has been substantially damaged or destroyed by a <br />catastrophic event such that it no longer meets the criteria for placement on the city register of <br />historical properties; or <br />4) There has been a loss of the integrity of the building, structure, object or site, provided the <br />loss of integrity was not the result of any illegal act or willful neglect by the owner or agent of <br />the owner; or <br />5) The owner proves that helshe would have no economically viable use of the property unless <br />the building, structure, object or site is removed from the register of historic properties. <br />The applicants state that the structure should be removed from the Register based on criteria One <br />and Two. <br />• Santa Ana Register Criterion One [SAMC 30-2.3-1] <br />
