H R-20'12-01-RML <br />June 2$, 2012 <br />Page 6 <br />The applicant states, via written communication (Exhibit 3}, that the 1938 alterations do not have <br />historic significance, but rather the alterations denigrate the architecture thereby rendering it <br />ineligible for historic designation. As stated above, the City maintains that the Colonial Revival <br />modification was completed over 74 years ago, and that the structures was designated knowing this <br />alteration was in place and still determined it historic. <br />• Santa Ana Register Criterion Two [SAMC 302.3-2] <br />The applicant purports this criteria applicable as the Colonial Revival has "substantially altered" the <br />original Victorian style of the residence, thereby rendering it ineligible for historic designation. The <br />applicant further states that the Colonial Revival modifications are inconsistent with the original <br />Victorian style, and have been altered so that it is no longer architecturally significant. It is agreed <br />that some proportions of Victorian and Colonial Revival are inconsistent. This is especially true of <br />window shape and exterior ornamentation. However, the Commission acknowledged this, and still <br />deemed the structure historic for future protection. <br />Based on the analysis above, it is recommended that the Historic Resources Commission adopt a <br />resolution to deny the proposed removal of the McGowan House from the Santa Ana Register of <br />Historical Properties. <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act, the proposed project has been <br />determined to be a Statutory Exemption per Section 15270 as CEQA does not apply when a public <br />agency rejects or disapproves a project. Should the Commission wish to approve this action and <br />remove this property from the Santa Ana Register of Historical Properties, the Commission would <br />have to find that the original findings were in error, and that the subject site does not meet the <br />criteria for being placed on the city register of historical properties.
