EXHIBIT A: RFP 13-005 <br />SECTION I <br />SCOPE OF WORK <br />1.0 INTRODUCTION <br />The purpose of this Request for Proposal is to identify a suitable vendor to support the Active <br />Shooter Training Program for the Anaheim / Santa Ana Urban Area (ASAUA). This vendor will <br />be responsible for working with the stakeholders in the Urban Area to train public safety <br />personnel on how to respond to an active shooter event and train-the-trainer on how to deliver the <br />training with the input and coordination of the Urban Area's stakeholders. The selected vendor <br />shall provide an active shooter training curriculum that is DHS approved. <br />1.2 BACKGROUND INFORMATION <br />The support requested for this active shooter training program will be paid in part or in full with <br />funding from the United States Department of Homeland Security's Urban Areas Security <br />Initiative (UASI) grant. Funding from this grant is applied to homeland security related training, <br />exercises, equipment, and projects in the Anaheim / Santa Ana Urban Area (ASAUA). The <br />ASAUA is comprised of the 34 cities and two universities in Orange County, California. The <br />Santa Ana and Anaheim Police Departments alternate fiscal responsibility for the grant. <br />The ASAUA Urban Area Working Group (UAWG) has identified regional active shooter training <br />program as a priority for public safety agencies in Orange County. The tactics, techniques, and <br />procedures (TTPs) adopted by the Orange County regional UASI Active Shooter Training <br />Program are designed to prepare public safety first responders to react to an active shooter event - <br />both homegrown/domestic threats and terrorism based events. These TTPs are based on SWAT, <br />HRT, and military Special Operations tactics that have been modified for public safety personnel <br />working in the Field Operations environment. Prior to being selected as the tactical model to be <br />taught these TTPs were evaluated and selected by public safety personnel with decades of public <br />safety experience in the field, as SWAT operators, and as Army Special Forces operators. Most <br />importantly these evaluators have years of practical experience teaching and utilizing these tactics <br />in actual lethal threat environments. This tactical model was then presented to the UAWG and <br />accepted as the UASI regional active shooter training model. <br />The ASAUA seeks to continue its active shooter training program. The training program consists <br />of three parts. They are as follows: <br />1. Three-day comprehensive active shooter training course is designed to train line level <br />public safety personnel on the tactics needed to respond to an event. There will be a <br />combination of lecture to review the tactics and exercises to demonstrate practical <br />applications of tactics. There will be up to 4 courses delivered, 30 students per class, <br />before December 31, 2013. At a minimum, the Proposer shall provide one instructor for <br />every 10 students. <br />2. One-day refresher course is a condensed version of the three-day training course. This is <br />aimed at refreshing the skills of public safety personnel who have taken the three-day <br />course in the past. There will be up to 27 courses delivered, 30 students per class, before <br />December 31, 2013. At a minimum, the Proposer shall provide one instructor for every <br />10 students. <br />25C-12
