Determine the effective date of the change of Council Meetings from the first and third <br />Mondays of the month to the first and third Tuesdays of the month. <br />2. Adopt a Resolution amending the City Council rules and procedures to change the Council <br />Meeting dates, establish procedures for calling special meetings and adding sections of <br />the Council agendas. <br />3. Adopt a Resolution to establish the Legislative Council Committee. <br />4. Receive and file the City Council Recognition Policy. <br />DISCUSSION <br />On April 8, 2013, the City Council held a work study session to review and discuss the practices, <br />policies and protocols of the City. The long term goal of this effort is to develop and approve City <br />Council norms and operating guidelines. The objectives of the work study sessions were <br />threefold: <br />To review and discuss the current practices, policies and protocols; <br />To strengthen City Council and staff communications and identify expectations; and <br />To develop issue bin items for later discussion or action. <br />Due to the breadth of the topic and the depth of the dialogue, a portion of the presentation was <br />not covered and a second study session on this subject will be held on May 7, 2013. However, <br />there was consensus on changes to a number of items which are summarized in Exhibit A. <br />The recommended actions are presented as the mechanisms for implementing those changes. <br />These actions include two Resolutions to memorialize and establish changes in the operations <br />impacting Council meetings and Council Committees. Additionally, the changes in the policy for <br />Council recognitions are provided in the attached revised City Council Recognition Policy <br />(Exhibit B). The exhibit is provided in a redlined format which highlights the changes to the 2010 <br />version of the policy. <br />65A-1
