Action Items from City Council Study Session <br />On Council Practices, Policies and Protocols <br />May 6, 2013 <br />Page 2 <br />City Council Meeting Changes: <br />As a part of the discussion, the Council suggested changing the day of the regular Council <br />meetings from the first and third Mondays to the first and third Tuesdays of the month. At the <br />study session, the Council did not discuss the implementation date for this change. In order to <br />provide sufficient time to inform the public and make the adjustment to the schedule of the <br />commission that is impacted, staff recommends January 2014 as the effective date. After the <br />Council makes that determination, the date will be incorporated into Section 2a of the proposed <br />Resolution. <br />Additionally, Section 2c of the proposed Resolution details the process for calling a special <br />meeting of the City Council. Also, Section 3 specifies that new sections will be established in the <br />City Council meeting agendas for oral reports by Councilmembers on the substance of the <br />Council Committees or regional board meetings. <br />Council Committees: <br />Legislative Committee <br />During the discussion of intergovernmental relations, members of the Council expressed concern <br />about being informed of legislative actions at the State and Federal level that may affect the City. <br />To elevate this issue, the establishment of a Council Legislative Committee was proposed. The <br />second Resolution amends the current number of Council Committees by adding a new one for <br />this purpose. <br />In discussing the development of a City Council approved legislative program, the consensus <br />was that this program needs to be connected to and in alignment with the City's strategic plan. <br />The City Manager's Office will work with the consultant to ensure that this topic is incorporated <br />into the discussion and implementation actions of the strategic plan. <br />Another component of the discussion on intergovernmental relations was a request to have the <br />City's lobbyists routinely present complete and in-depth analyses and reports on legislation that <br />may impact Santa Ana. The City Manager's Office personnel responsible for monitoring and <br />coordinating the legislative efforts will be assigned those duties. Additionally, the Council <br />discussed the cost of the membership for the City to belong to the League of California Cities. It <br />was determined that an analysis of the value to the Council and staff of the materials, <br />information, training and other efforts of the League will require additional discussion. It is <br />recommended that this topic be reviewed by the new Legislative Committee. <br />Code of Ethics Committee <br />During the discussion, the Council requested that staff identify the best practices for enforcement <br />options for violations of the Council Code of Ethics. These alternatives are to be reviewed by the <br />Council Ethics Committee for recommendations to be considered by the full Council. The City <br />Attorney's Office is in the process of preparing these options and will schedule a committee <br />meeting this summer. <br />65A-2
