DESCRIPTION OF FUNDING SOURCES <br />FEDERAL DEMONSTRATION FUNDS (FED DEMO) - From <br />1970 until passage of the Intermodal Surface Transportation <br />Efficiency Act of 1991 (1991 ISTEA, Public Law 102 -240), <br />Congress authorized more than 450 demonstration, priority, pilot, <br />or special interest projects in various Federal -aid highway and <br />appropriations acts. These projects were generically referred to <br />as "demonstration" or "demo" projects, because Congress <br />initiated this practice of providing special funding for these <br />projects to demonstrate some new or innovative construction, <br />financing, or other techniques on specific projects. <br />• DEMO CA2r-' The DEMO 257 funds are derived from <br />unobligated funds from the Surface Transportation <br />Program. These funds were appropriated to the Bristol <br />Multi Modal Corridor in Section 117 Appropriations Act, <br />2005 (Public Law 108 -447) for preliminary engineering. <br />These funds are available until expended, and the Federal <br />share is 100 percent. <br />• DEMO CA75 The DEMO 756 funds are derived from <br />previously unobligated funds from the Surface <br />Transportation Program. These funds were appropriated to <br />the Bristol Multi Modal Corridor in Section 112 of Division A <br />of the Transportation, Treasury, Housing and Urban <br />Development, the Judiciary, the District of Columbia, and <br />Independent Agencies Appropriations Act, 2006 (Public <br />Law 109115). These funds are available until expended, <br />and the Federal share is 100 percent. <br />-2- <br />5/13/2013 <br />GAS TAX Gas Tax funds are derived from the Motor Vehicle <br />Fuel Tax (HUTA or Highway Users Tax Account). Motorists pay a <br />tax for fuel consumption. It is apportioned to cities according to <br />population and can only be utilized in the maintenance and <br />construction of the street system. Examples of programs funded <br />by Gas Tax include Roadway Markings /Signs, as well as Traffic <br />Signals, Street Maintenance and Street Rehabilitation. <br />In 2002, California voters passed Proposition 42, which dedicated <br />gas tax revenue to transportation projects. Under a new law <br />enacted in March 2010, the revenues to local streets and roads <br />for Proposition 42 ceased in FY 2009 -2010 and the monies <br />allocated to replace these funds in FY 2010 -2011 are a new <br />category of HUTA (Gas Tax) funds. <br />HIGHWAY SAULIV IMPROVEMENT PROGRAM Federal <br />funds for highway related traffic safety improvements replaces <br />HES funds. <br />MEASURE M2 On November 7, 2006, voters approved the <br />renewal of the Measure M half -cent sales tax (Measure M2), <br />extending the program over a 30 -year period beginning in 2011. <br />In addition to the original three program components, this <br />generation of the Measure M Transportation Plan expands the <br />program to include Environmental Cleanup and Taxpayer <br />Safeguards and Audits. <br />
