DESCRIPTION OF FUNDING SOURCES <br />To receive revenues from the one - half -cent sales tax, cities and <br />the County of Orange must coordinate their land use and <br />transportation decisions, establish cooperative transportation <br />planning programs with neighboring jurisdictions, develop Growth <br />Management programs, and guarantee that transportation funds <br />are used for transportation purposes only. <br />lV t/A lJKt M;r OMPE f I f IVt The competitive portion of the <br />Measure M2 consists of the following programs: Regional <br />Capacity Program (RCP), Regional Traffic Signal Synchronization <br />Program (RTSSP), and several transit programs. <br />• Regional Capacity Program (Project O) Project O is a <br />competitive program that replaces the Measure M Local <br />and Regional streets and roads competitive programs. <br />Project O is made up of three individual program <br />categories which provide improvements to the network: <br />- Arteriai apacity Lnnancements (A( t) <br />Complements freeway improvement initiatives underway <br />and supplements development mitigation opportunities <br />on arterials throughout the Master Plan of Arterial <br />Highways (MPAH). <br />- Freeway /arterial /Streets Transition (FAST) - Focuses <br />funding on street to freeway interchanges. <br />-3- <br />5/13/2013 <br />- Intersect— Capacity Enhancements (ICE) <br />Provides funding for operational and capacity <br />improvements at intersecting MPAH roadways. <br />• Regional Traffic Signal Synchronization Program <br />(Project P) (RTSSP) (TSSP) Project P Includes <br />competitive capital funding for the coordination of traffic <br />signals across jurisdictional boundaries in addition to <br />operational and maintenance funding. <br />• Transit Extensions to Metrolink (Project S) , Project S <br />establishes a competitive process to enable local <br />jurisdictions to enhance regional transit capabilities through <br />creation of new connections to the existing Metrolink <br />system. <br />• Metrolink Gateways (Project T) Project T establishes a <br />competitive process for local jurisdictions to convert <br />Metrolink stations into regional gateways for enhanced <br />operations related to high -speed rail service. <br />• Community Based Transit /Circulators (Project V) <br />Project V establishes a competitive program for local <br />jurisdictions to develop local bus transit services such as <br />community based circulators, shuttles and bus trolleys that <br />complement regional bus and rail services, and meet <br />needs in areas not adequately served by regional transit. <br />
