DESCRIPTION OF FUNDING SOURCES <br />residents and businesses in Santa Ana. The sewer service fee <br />provides for the proper cleaning, repair, and operation of the <br />sanitary sewer system facilities and ensures compliance with the <br />Regional Water Quality Control Board Fats, Oils, and Grease <br />Control Program. All monies are used to fund operating and <br />maintenance costs, as well as capital improvements of the City's <br />sewer collection system. <br />STATE BICYCLE TRANSPORATION ACCOUNT (BTA) The <br />State of California Department of Transportation, Bicycle <br />Transportation Account (BTA), provides state funds for city and <br />county projects that improve safety and convenience for bicycle <br />commuters. To be eligible for BTA funds, a city or county must <br />prepare and adopt a Bicycle Transportation Plan (BTP) that <br />complies with Streets and Highways Code Section 891.2. <br />TRANSPORTATION SYSTEM IMPROVEMENT AREA FUND <br />(AREA FEES) Ordinance NS -1651, adopted in 1982, <br />established the concept of transportation improvement areas. In <br />addition, the City has executed "Joint Exercise of Powers <br />Agreements" with the cities of Tustin and Orange specifically <br />covering areas adjacent to those cities. These Area Fees are <br />charged to new development to offset the cost of transportation <br />system improvements within that area. The City has six <br />transportation improvement areas. The fee charged is based on <br />the square footage of the proposed development. The fee may be <br />-5- <br />5/13/2013 <br />changed from time to time by resolution of the City Council. Fees <br />are paid at the time of application for a building permit. <br />TRANSPORTATION, COMMUNITY SYSTEM <br />PRESERVATION (TCSP) — Program provides funding for a <br />comprehensive initiative including planning grants, <br />implementation grants, and research to investigate and address <br />the relationships between transportation, community, and system <br />preservation and to identify private sector -based initiatives. <br />States, metropolitan planning organizations, local governments <br />and tribal governments are eligible for TCSP Program <br />discretionary grants to plan and implement strategies from 2005 <br />to 2009, which improve the efficiency of the transportation <br />system, reduce environmental impacts of transportation, reduce <br />the need for costly future public infrastructure investments, <br />ensure efficient access to jobs, services and centers of trade, and <br />examine development patterns and identify strategies to <br />encourage private sector development patterns which achieve <br />these goals. <br />WATER CAPITAL FUND - The City charges a user fee for <br />providing water services to residents and businesses in Santa <br />Ana. All monies are used to fund operating and maintenance <br />costs, as well as capital improvements of the City's water system. <br />Approximately 10% to 20% of these funds are allocated to water <br />system capital improvements each year. <br />
