DESCRIPTION OF FUNDING SOURCES <br />Environmental Cleanup 1r_:1-D% The <br />environmental Cleanup Program (ECP) provides for <br />Measure M2 (M2) revenues to improve overall water quality <br />in Orange County from transportation - generated pollution. <br />Specifically, the Orange County Local Transportation <br />Authority's Ordinance No. 3 (M2 Ordinance) dated July 24, <br />2006; provides 2 percent of gross M2 revenue dedicated to <br />protecting Orange County beaches and waterways from the <br />conveyance of urban runoff associated with transportation <br />generated pollution. The M2 Environmental Cleanup <br />Program (ECP) ensures that funds will be used on a county <br />wide, competitive basis to meet federal Clean Water Act <br />standards for controlling transportation- generated pollution <br />by funding nationally recognized Best Management <br />Practices (BMPs). <br />MEASURE V12 - FAIRSHARE This local fair share program <br />returns a portion of the Measure M2 Streets and Roads revenues <br />to the cities and the County of Orange once specific program <br />requirements are met. Disbursement amounts are based on a <br />formula that accounts for population, street mileage, and sales tax <br />collected. <br />PARKING ENTERPRISE FUND This enterprise is responsible <br />for operations and maintenance of the Downtown parking facilities <br />and on street metered parking. The City of Santa Ana has four <br />parking garages operating in the Downtown area that provide <br />-4- <br />5/13/2013 <br />approximately 2,142 parking spaces. In order to properly control <br />the inventory and rates for available downtown parking, the <br />Parking Meter Program operates and manages approximately <br />1,332 metered spaces throughout the area. The cost of the <br />program is funded from meter revenues, parking fees and parking <br />fines. <br />SAtt ROUTES TO SCHOOLS (SRTS) Authorized by Section <br />1404 of SAFETEA -LU (the Safe, Accountable, Flexible, Efficient <br />Transportation Equity Act: A Legacy for Users), the SRTS <br />Program came into effect in August of 2005. This federal funding <br />program emphasizes community collaboration in the development <br />of projects, and projects that incorporate elements of the 5 E's — <br />education, encouragement, engineering, enforcement, and <br />evaluation. <br />SEWER CONNECTION FEES The Sewer Connection Fee is <br />collected from various types of development based on the <br />number of fixture units and the cost per lineal foot of construction <br />of a main sewer line. All monies received by the City as a fee for <br />connection to the public sewers are deposited into the Sewer <br />Connection Fee Fund and used for the construction of sewers. <br />Fees are paid at the time of application for a sewer connection <br />permit, and no connection permit is issued until such fees are <br />paid. <br />SFWFR SFRVIC;F FFFS — In 2001, the City adopted ordinance <br />NS -2479 establishing a user fee for providing sewer services to <br />
