Set Public Hearing For <br />i <br />ITY ,MANAGER <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Award a contract to the lowest responsible bidder, KASA Construction, Inc., in accordance <br />with the Base Bid plus Bid Items Nos. 47 and 49 of Additive Alternate 1, totaling <br />$1,037,942.50 for the construction of the Flower Street Bike Trail Gap Closure. <br />2. Approve the Cost Analysis, as shown in Exhibit 1, for a total estimated project delivery cost of <br />$1,307,520. <br />DISCUSSION <br />The Flower Street Bike Trail is part of the Golden Loop Recreational Trail, a 24-mile regional trail <br />that meanders through the city. It is also part of the Orange County Transportation Authority <br />(OCTA) Commuter Bikeways Strategic Plan which provides facilities for biking, jogging, and <br />walking. The Flower Street Bike trail is adjacent to local elementary, intermediate, and high <br />schools, and also to the South Coast Metro Arts and Entertainment District, South Coast Plaza, <br />and Metro Pointe shopping center. <br />On June 21, 2010, the City Council authorized the application for project funding through the <br />Transportation Enhancement (TE) Program administered by OCTA. OCTA authorized TE federal <br />funding up to $500,000 for the Flower Street Bike Trail Gap Closure Project. Additionally, the <br />State Recreation Trail Program approved funding in the amount of $550,000. As a condition of <br />these grants, $337,000 has been set aside as a City match under the Parks Acquisition and <br />Development Fund. <br />This project consists of installing a 10-foot-wide asphalt bicycle trail, including irrigation and <br />landscaping, along the flood channel that runs parallel to Flower Street, from MacArthur to <br />Sunflower, as shown in Exhibit 2. The project will also include a pedestrian plaza and trailhead <br />entry sculpture on the northeast corner of Flower and Sunflower Avenue. <br />23B-1
