Contract Award to KASA Construction, Inc., for <br />Flower Street Bike Trail Gap Closure <br />June 3, 2013 <br />Page 2 <br />The proposed project will accomplish the following objectives: <br />a) Provide regional commuter linkages within (and beyond) the city limits and expand <br />commuter opportunities on a regional level by closing the existing gap between Sunflower <br />and MacArthur. <br />b) Expand recreational opportunities on a regional level, as the Golden Loop Trail provides <br />linkages to extensive trail systems throughout Santa Ana and Costa Mesa that connect to <br />other neighboring cities in Orange County. <br />c) Increase the safety of walkers, joggers, cyclists, skaters, and equestrian users, and allow <br />full trail accessibility for persons with disabilities. <br />d) Address neighborhood concerns regarding the appearance of this section of Flower <br />Street. <br />These proposed improvements will provide commuters with a safe, environmentally friendly trail <br />that will connect more residents to recreational amenities and activity centers in the city and <br />around the county. Additionally, due to the favorable bid results, staff recommends including Bid <br />Item Nos. 47 and 49 of Additive Alternate 1 as part of this award. Those work items add security <br />lighting and an eight-foot wrought-iron fence in the amount $110,000. <br />The Notice Inviting Bids was advertised on March 15 & 16, 2013, and bids were opened on <br />May 14, 2013.
