(6) Placement - Throughout the time that a participant is in the Youth Employment program, the <br />staff team focuses upon building a career focus. The end result is for the participant to be on <br />track for a living wage career via Job Placement and/or Post - Secondary Education Placement. <br />By the end of the program (between 6 to 12 months active, depending on the participant), <br />OCAPICA will have achieved at least: a 65% placement rate into employment or education, a <br />61% attainment rate of degree or certificate, and a 40% rate of participants that demonstrate <br />literacy numeracy gains. <br />OCAPICA will serve a total of 15 participants aged 16 through 21 at the time of enrollment: <br />8 In- School and 7 Out -of- School youth. At least 10% of youth enrolled will be foster youth, <br />youth on probation, and youth with disabilities. <br />B. OCAPICA will employ multiple strategies to recruit participants from a variety of sources, <br />This includes (1) promotion utilizing networks of and recruiting from partner organizations <br />including CAPOC, The Cambodian Family, Latino Health Access, Lives Worth Saving, and <br />Buena Clinton Youth and Family Center; (2) receiving referrals from the OC Probation <br />Department and associated programs such as the Center for Opportunity, Reentry, and <br />Education (CORE), CSP's Youth Offender Wraparound (YOW); (3) receiving referrals from <br />the Social Services Agency and associated programs such as Orangewood Children's Home, <br />Rising Tide Communities (for aged -out young adults), and the Eliminating Racial Disparities <br />and Disproportionality Workgroup; (4) receiving referrals from OCDE ACCESS Safe <br />Schools and other schools, colleges, and education partners; (5) working within OCAPICA to <br />co- enroll youth participants from its Mental Health and Wellness Program (Project FOCUS), <br />Prevention and Early Intervention Program (Wel1NESSessity), and Youth <br />Development /Afterschool Program ( OCAPICA Bridges); (6) referrals from peers and familiy <br />members from previous Workforce efforts that OCAPICA has been funded for including the <br />CalGRIP program; and (7) outreach through community presentations, postings where youth <br />congregate, and social media postings on Facebook, Twitter, blogs, and the OCAPICA <br />website. <br />OCAPICA will ensure that 75% of youth will be enrolled by December 31, 2013, though <br />there is a goal that 100% of youth will be enrolled by that time allowing staff members to focus <br />the remaining time on attaining successful outcomes. This will be met as a result of working <br />with OCAPICA's community partners and other entities like the Probation Department, OCDE <br />ACCESS Safe Schools, and the Lives Worth Saving Gang Intervention to secure referrals. In <br />addition, staff will conduct weekly outreach to schools, faith -based institutions, and additional <br />non -profit organizations in order to meet that number. <br />C. The program includes opportunities for participants to gain work experience and receive <br />compensation whether through payroll, stipends, and incentives. Upon completion of <br />individual service plan with each participant at the beginning with the case manager, he /she <br />will then proceed in meeting with job developer to complete pre - orientation to set up payroll <br />for job readiness workshops. Job developer will guide participant through completing and <br />filling out necessary documents to work. Participant will then work through job readiness <br />workshops. Participant will meet with job developer and case manager to discuss and <br />evaluate experiences in workshops as well as receive an incentive for completion.
