SANTA ANA'S EMERGENCY SHELTER AND TRANSITIONAL/SUPPORTIVE <br />HOUSING ORDINANCE <br />Associate Planner Melanie McCann provided an overview of Senate Bill 2 that <br />addressed planning for emergency shelters by identifying the need, and <br />identifying zoning that shelters may be allowed by right. She reviewed the <br />collaborative efforts to prepare the ordinance including City interagency staff <br />team, service provider forums, and OC Partnership to End Homelessness <br />Subcommittee participation. <br /> <br />SAPD Officer Michael Kuplast provided a summary of the Homeless Evaluation <br />Assessment Response Team's (HEART) efforts to pair homeless individuals with <br />the services they need. <br />Associate Planner McCann discussed the policy framework and project <br />timeline. It was indicated that if the Emergency ShelterlTransitional Housing <br />ordinance is not adopted before the October 2013 Housing Element update; the <br />State can impose a requirement to update cycle for our Housing Element to be <br />more often, thus requiring additional City time and resources. <br />Commission supports and encourages proceedings to comply with deadlines. <br />J <br />PROCEDURAL RULES <br />PUBLIC HEARING <br />1.
