Award a contract to the lowest responsible bidder, Fleming Environmental, Inc., in <br /> accordance with the base bid totaling $153,940 for the construction of the Maple Street Bike <br /> Trail Storm Drain CDS Project. <br /> <br /> 2. Approve the Cost Analysis, as shown in Exhibit 1, for a total estimated project delivery cost <br /> of $200,122. <br /> <br /> <br /> DISCUSSION <br /> <br /> The Public Works Agency received funding from the Orange County Transportation Authority <br /> (OCTA) under the Measure M2 Environmental Cleanup Program (ECP) to construct a trash <br /> reduction project. The purpose of the program is to protect Orange County beaches and <br /> waterways from transportation-generated pollution (urban runof), and improve overall water <br /> quality. <br /> This project consists of installing an off-line Continuous Deflective Separation (CDS) unit in the <br /> storm drain system to remove trash and debris, and prevent sediment, oil, and grease from <br /> entering the Santa Ana Delhi Channel, which drains into Newport Bay, as shown in Exhibit 2. <br /> The proposed device is a precast concrete unit and it will be installed underground. The CDS <br /> unit will capture trash and debris, and will need to be periodically cleaned out to remove the <br /> intercepted waste. <br /> <br /> <br /> <br /> <br /> <br /> <br /> 23B-1 <br />
