Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Granicus Inc. <br />and proceed with acquisition of the software, hardware, training, installation and implementation <br />of the Granicus solution to provide webcasting services in an amount of $34,132 which includes <br />$15,400 in one-time cost, for an 18-month period to automatically renew for an additional three <br />terms of one year each, subject to non-substantive changes approved by the City Manager and <br />City Attorney. <br />DISCUSSION <br />On January 2, 2007, the City Council approved a contract for services with Granicus, Inc., <br />however the contract was never executed because of the City's foreseen financial challenges. In <br />2010, the City started archiving Council meeting videos for review and replay by staff and the <br />public. This process has not been the most effective and efficient way to access City Council <br />meetings. The current process is time consuming because (1) meetings are not broadcast live <br />and cannot be searched on line, and (2) video has to be manually uploaded to the City's server. <br />By contracting with Granicus, City staff and the public will see immediate improvements in being <br />able to review City council meetings. <br />Implementation of the Granicus Open Platform Suite will streamline workflow and provide a <br />cloud-based foundation for the City to manage and store an unlimited amount of public meeting <br />data. It will also achieve greater transparency, accountability, public information accessibility, <br />and allow the City to add a paperless agenda process feature at a later time. <br />Based on review of other vendors as well as discussions with other agencies who utilize <br />Granicus, we are recommending the solution outlined below: <br />• Encoding Appliance - provides live and on-demand webcasting of public meetings, <br />accessible via internet and mobile devices. <br />25D-1
