Award a contract to the lowest responsible bidder, Fleming Environmental, Inc., in <br />accordance with the base bid totaling $153,940 for the construction of the Maple Street Bike <br />Trail Storm Drain CDS Project. <br />2. Approve the Cost Analysis, as shown in Exhibit 1, for a total estimated project delivery cost <br />of $200,122. <br />DISCUSSION <br />The Public Works Agency received funding from the Orange County Transportation Authority <br />(OCTA) under the Measure M2 Environmental Cleanup Program (ECP) to construct a trash <br />reduction project. The purpose of the program is to protect Orange County beaches and <br />waterways from transportation- generated pollution (urban runoff), and improve overall water <br />quality. <br />This project consists of installing an off -line Continuous Deflective Separation (CDS) unit in the <br />storm drain system to remove trash and debris, and prevent sediment, oil, and grease from <br />entering the Santa Ana Delhi Channel, which drains into Newport Bay, as shown in Exhibit 2. <br />The proposed device is a precast concrete unit and it will be installed underground. The CDS <br />unit will capture trash and debris, and will need to be periodically cleaned out to remove the <br />intercepted waste. <br />
