CONTRACTOR's staff shall be able to <br />read, write, speak, and understand English. CONTRACTOR shall provide <br />bilingual staff to serve participants who speak Spanish or Vietnamese. The <br />ratio of bilingual staff shall be consistent with and proportional to the <br />target population, as determined by ADMINISTRATOR. In addition, CONTRACTOR <br />shall be required to provide translation services for all other languages as <br />needed to ensure all participants are provided services in the language they <br />speak. <br />CONTRACTOR shall comply with all COUNTY, State, and Federal regulations <br />regarding Limited English Proficiency (LEP). LEP regulations affect anyone <br />who participates in a Federally funded program, and who has English as his or <br />her second language and is limited in his or her English language proficiency. <br />15.1 Staff Trainina <br />15.1.1 CONTRACTOR's staff directly serving participants and first <br />line supervisors shall be thoroughly familiar with the WTW service delivery <br />model contained in the current Orange County CalWORKs Plan: COUNTY policies <br />and related instructions; COUNTY data systems, including service delivery and <br />payment systems: welfare fraud and child abuse/elder abuse reporting <br />requirements: the State Hearing process; and Civil Rights compliance <br />requirements. <br />15.1.2 COUNTY will provide relevant program policies and <br />operational procedures to CONTRACTOR during start-up, and subsequently as <br />these materials are revised or new policies are developed. <br />15.1.3 COUNTY will provide initial training to a limited number <br />of CONTRACTOR's staff with respect to CalWORKS WTW regulations and COUNTY <br />policies and procedures.
