We will review and introduce the concept of health into the housing vision of <br />the community and the goals and policies supporting the vision. As applicable, <br />this will include a focus on housing security, the structural condition of <br />housing, and the broader neighborhood context — implemented to a few select <br />programs proposed by either City staff or stakeholders. <br />Finally, we will attend and lead one two -hour working meeting with the <br />leadership (up to 8 invitees total) from groups such as Latino Health Access, <br />Orange County HCA, and the California Endowment, separately from the <br />workshop meetings. Additional attendees would include City staff and <br />consultant representatives. <br />Deliverable(s): <br />— Health and Wellness Policies, Programs, and Meeting <br />TASK 2. PUBLIC PARTICIPATION <br />State law requires an inclusive public participation process to inform the <br />housing element update. We propose a three - tiered public participation <br />program that includes a community workshop, study sessions, and public <br />hearings to achieve this goal. <br />2.1 Community Workshops <br />Community and stakeholder workshops offer an opportunity for community <br />members to understand housing element legal requirements, weigh in on <br />housing issues facing the community, and provide insight into potential <br />programs to address local needs. We will conduct four public workshops. This <br />includes preparing all PowerPoint materials, leading the discussion, and <br />summarizing input. <br />The community workshops will include with a brief presentation that provides <br />an overview of the housing element process, the statutory requirements, and <br />the goals and desired outcomes for the workshop. One format option involves <br />forming participants into small groups to discuss the best qualities of Santa <br />Ana, the greatest housing and neighborhood needs, opportunities for housing <br />and services, and constraints that need to be overcome to address community <br />needs and state law. A combination of comment cards and a brief survey will <br />be used to collect quantifiable input. <br />Another format option emphasizes one or two specific policy areas for each <br />workshop, such as healthy communities or homelessness. With this option, <br />each workshop would generally follow a similar outline of a brief introduction <br />followed by roundtable discussions (depending on the number of participants). <br />We will provide three Spanish- and English- speaking facilitators for all four <br />workshops. The budget allows for a Vietnamese - speaking facilitator for up to <br />two workshops. The notices and surveys will be prepared in all three <br />languages. <br />
