Clusters do not measure jobs directly. The constituent industries on which they are based do. <br />Each is easier to measure on its own in terms of skill and labor needs. The fastest growing <br />industries in Orange County, not according to cluster, but based on two to four digit NAICS <br />codes and analyzed in EDD data follow. They are not necessarily largest in size, but fastest in <br />growth. <br />1. Colleges, universities, professional schools, average 22% growth <br />2. Amusement, gambling, recreation, accommodation, restaurants, 20% <br />3. Heavy and civil engineering and construction, 20% <br />4. Management, scientific and technical consulting, computer systems, 17% <br />5. Administrative and support services, 11% <br />6. Motor vehicle and parts dealers, 11% <br />7. Social and health care services, 10% <br />As we move from considering job opportunity in regional terms to looking at Santa Ana in 2013, <br />the picture of rapidly growing industries changes somewhat. Clusters by nature require a <br />regional perspective, often but not necessarily County -wide. If we look at Santa Ana alone, <br />based on EMSI data, we find the following ranking and percentages based on employment, <br />accounting for nearly three - fourths of all employment: <br />1. Government, 26% <br />2. Waste management, remediation <br />services, and administration, 11 %; <br />3. Manufacturing, 10% <br />4. Professional, scientific, and technical <br />services, 8% <br />5. Wholesale and retail combined, 9% <br />6. Health care, 7% <br />7.
