avert a layoff and maintain the company and jobs locally. This will include <br />monitoring the Worker Adjustment and Training Notification (WARN) system to <br />receive early notice when larger businesses are about to lay off workers, moving <br />immediately to address the unemployment and re- employment issues generated <br />and to make training facilities available. Also participate in several trade groups <br />and Human Resources associations to offer up alternative resources to alleviate <br />layoffs or closures; <br />- Offers workshops and co- sponsor manufacturers' council meetings as part of a <br />general information outreach, but also to create potential job networking for <br />workers in transition; <br />-Moves imaginatively to extend the notion of Rapid Response to larger small <br />businesses below the level requiring WARN notices but which may be <br />experiencing flat or negative growth or distress, in order to intervene and <br />stimulate employment among them before layoffs become necessary; <br />-Keeps contact with businesses, so that they may receive WORK Center support <br />before they are at the point of folding, leaving the city, or laying off workers. <br />- Gather and analyze information. As indicated above, Santa Ana will collect and <br />analyzes information both on its local industries and regional clusters, its <br />evolving workforce, and its training facilities on a regular basis. <br />- Expand local and regional partnerships to support business and labor needs <br />through long term established relationships with the Santa Ana Chamber of <br />Commerce, the OC Business Council and Hispanic Chamber of Commerce. <br />A. Collaborative Strategies to Leverage Training Resources. The Santa Ana Workforce <br />Investment Board will form a Regional Business Services Collaborative composed: <br />of members of local workforce <br />agencies /intermediaries such as local <br />WIB boards and Community Based <br />organizations share job leads and <br />workforce talent to increase <br />responsiveness to priority industry <br />sectors by 12/31/2013 <br />32 <br />19F -38 <br />
