• The green /clean /environmental cluster is somewhat more complex to service by <br />training at present. On the one hand, Santa Ana is a regional center for waste <br />management and remediation, which draws a lot of employment. On the other hand, <br />Santa Ana's segment of this increasingly green employment field favors its low end jobs. <br />As pointed out in Section 2, green /clean technology is a burgeoning and amorphous <br />field. it encompasses not only better disposition of waste, but is becoming part of <br />almost all other fields. So far it is a cluster nearly without borders, even extending into <br />construction and architecture, because of the promulgation of LEED (Leadership in <br />Environmental and Energy Design) standards. <br />For example, the WIB is represented by at least one company that employs a green <br />manager to deal with waste, pollution, and its supply chain; plus two engineers <br />specifically trained in environmental mitigation. As more industries manage their <br />industrial process to optimize environmental effectiveness, this field will grow. It <br />certainly will require formal and informal vocational training, plus advanced education <br />and certification. The key certifications required by LEED and the regulations of the <br />Environmental Protection Agency are very clear. <br />Partnerships That Guide Present and Future Strategies <br />The Santa Ana WIB wishes to build on its successful start in creating the institutional and <br />agency framework that will implement its strategy and build on its bi- lingual training base. In <br />order to provide the seamless access to resources that is a crucial part of its vision, Santa Ana <br />has established active workforce training partnerships with the following: <br />Nearby One -Stop Centers. The Orange County WIB works with several WIBs offering <br />similar services. Those closest to Santa Ana, and with whom the Santa Ana WORK <br />Center and WIB act most in concert are in Westminster, Anaheim, Buena Park, and <br />Irvine. All but Anaheim are managed by the Orange County WIB. A single registration <br />provides the access to all the facilities and tools provided by each Center. Santa Ana has <br />participated in grant- seeking with the Orange County WIB and recently won a joint <br />venture award with them. <br />Colleges and Universities. Santa Ana works most closely with RSCCD, Santa Ana <br />College, Saddleback College to provide basic STEM and STEAM support, plus continuing <br />education support and basic skills training in business, technical, and public sector <br />arenas. These programs are offered through general curricula plus extensions services <br />whose programs vary from short term to long. Nearby universities, such as CSUF and <br />UCI also provide advanced training in specialized areas, as do Chapman and Concordia <br />Colleges. The region also features an extensive regional community college system <br />including Fullerton, Orange Coast, Golden West, North Orange County and Coastline, <br />that offers commercial, business, and career ladder courses. <br />• Private industry. Local business represents the largest economic sector represented on <br />the WIB. Its WIB participants, as well as local labor participate in career pathway <br />38 <br />19F -45 <br />
