Section 8. Section 11-6 of Chapter 11 of the Santa Ana Municipal Code is <br />amended to read in full as follows: <br />Sec. 11-6. Same--Issuance of permit. <br />The City Manager, or designee, shall issue an entertainment permit to an <br />applicant who submits a completed entertainment permit application and has fulfilled all <br />conditions of approval found in this chapter. No permit shall be issued if the applicant or <br />any person interested in or having any control of any part of the management of the <br />entertainment has been convicted of a felony. Any such conviction will justify the <br />revocation of any existing permit. <br />Section 9. Section 11-7 of Chapter 11 of the Santa Ana Municipal Code is <br />amended to read in full as follows: <br />Sec. 11-7. Same--Operational standards. <br />All establishments with an entertainment permit shall comply with the <br />following operational standards: <br />(a) Category 1. If the establishment has no amplified music, no dancing, <br />and is not operating after-hours, as defined in this chapter, then no entertainment permit is <br />required. <br />(b) Category 2. If the establishment has amplified music, but no dancing, <br />and is not operating after-hours, as defined in this chapter, then an entertainment permit is <br />required and the establishment shall comply with the following operational standards: <br />(1) The owner or manager of the entertainment venue shall <br />maintain on the premises a written security plan approved by the Police Department. The <br />Category 2 Security Plan shall consist of a policies and procedures manual that addresses <br />the following items: <br />(A) Procedures for handling obviously intoxicated persons. <br />(B) The method for establishing a reasonable ratio of <br />employees to patrons, based upon activity level, in order to ensure adequate staffing <br />levels to monitor beverage sales and patron behavior. <br />(C) Procedures for handling patrons involved in fighting, <br />arguing or loitering about the building, and/or in the immediate adjacent area that is <br />owned, leased, rented or used under agreement by the Licensee(s). <br />purposes of alcohol sales. <br />(D) Procedures for verifying the age of patrons for <br />6 <br />11 A-8
