Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to the lowest responsible bidder, Green Giant Landscape, Inc., in <br />accordance with the Base Bid plus Bid Item Nos. 47 and 49 of Add Alternate 1, totaling <br />$968,500 for the construction of Flower Street Bike Trail from MacArthur Blvd. to Sunflower <br />Ave. <br />2. Approve the Cost Analysis for a total estimated project delivery cost of $1,259,050. <br />DISCUSSION <br />The recommended action will allow the City to proceed with construction of the Flower Street <br />Bike Trail from MacArthur Blvd. to Sunflower Ave. The project has received budget and funding <br />approval, and is part of the City's Capital Improvement Program. Project design is complete and <br />bid procedures have been followed, as established by the City's Municipal Code and in <br />adherence to the Public Contracts Code. <br />The Flower Street Bike Trail is part of the Golden Loop Recreational Trail, a 24-mile regional trail <br />that meanders through the city and is part of the OCTA Commuter Bikeways Strategic Plan, <br />providing facilities for biking, jogging, and walking. The Flower Street Bike trail is adjacent to <br />local elementary, intermediate, and high schools; South Coast Metro Arts and Entertainment <br />District; South Coast Plaza; and Metro Pointe Shopping Center. <br />On June 21, 2010, the City Council authorized the application for project funding through the <br />Transportation Enhancement (TE) Program administered by the Orange County Transportation <br />Authority (OCTA). OCTA authorized TE federal funding for up to $500,000 for this project. <br />Additionally, the State Recreation Trail Program approved funding in the amount of $550,000. <br />Both of these grants are designated for transportation projects to integrate various modes of <br />transportation facilities into our community. <br />23C-1
