Authorize the City Manager and Clerk of the Council to execute the attached agreement <br />with Correctional Managed Care Medical Corporation (CMCMC) to provide basic and <br />emergency health care services for Santa Ana Jail inmates for a one-year term, in the <br />annual amount of $1,768,732, subject to non-substantive changes. <br />2.) Authorize the Police Department to issue a Request for Proposals (RFP) to qualified <br />companies to provide basic and emergency health care services for Santa Ana Jail <br />inmates. <br />DISCUSSION <br />California's Board of State and Community Corrections (BSCC) requires agencies to provide <br />basic and emergency health care services for all incarcerated individuals held within their <br />custody. Since 2007, the Police Department has contracted with Correctional Managed Care <br />Medical Corporation (CMCMC) to provide these mandated medical services at the Santa Ana <br />Jail. The current contract, which expires August 31, 2013, has a base agreement amount of <br />$1,273,732 with an additional $100,000 contingency for unanticipated expenditures, for a total <br />agreement amount of $1,373,732. <br />On July 3, 2013, CMCMC gave Jail Administration notice that it would not seek renewal of the <br />contract as it had done in previous years. Company representatives reported the company could <br />no longer sustain financial losses it had absorbed over the years as the company attempted to <br />adapt to the increased medical needs of a changed inmate population. CMCMC reports that <br />over the past five years it has increased staffing levels and medical supplies beyond originally <br />contracted amounts, and has seen a drastic increase in lab costs. As a result of these increased <br />costs, the company is requiring an additional $395,000 annually to provide service beyond <br />August 31, 2013. The new agreement base amount is $1,668,732 with an additional $100,000 <br />contingency for unanticipated expenditures, for a total agreement amount of $1,768,732. <br />25J-1
