He has managed 30 "on-call" contracts directly for, or in support of, many federal, state and local <br />agencies including the counties of Los Angeles and Orange, the U.S. Forest Service, various U.S. Army Corps of <br />Engineer Districts, the U.S. Navy Southwest Division and the Metropolitan Water District of Southern California. <br />Ruel possesses a "hands an" working knowledge of various land surveying services including boundary surveys and <br />analysis, GPS surveys, topographic surveys, utility location surveys, largeacale aerial and geodetic control, and <br />monitoring quantities. For example, while working directly for the County of Orange, he was responsible for all <br />boundary surveys, first order /second order vertical and horizontal control surveys, photogrammetric trapping, control <br />surveys and centerline surveys. Ruel worked on all the projects in the City'of Santa Ana, and listed below are some <br />additional projects: <br />? S1165/1-5 Freeway Interchange in Santa Ana and Tustin for Caltrans District 12 - Prepared record of survey <br />for static GPS control. Researched and analyzed adjoining maps and centerline ties in various cities and <br />agencies for right of way determination, surveyed existing monumentation, monumented new right-of way <br />lines, and prepared metric Record of Survey. <br />? SR 57/SRA1 Freeway Interchange in Orange County for OCI'A - Work consisted of cross-sections: across <br />both sides of each freeway; along all eight connector ramps; along all on-off ramps at Orangethorpe Avenue <br />and at State College Boulevard; and on State College Boulevard, Orangethorpe Avenue, Mimloma Avenue <br />and Sunkist Avenue. Also prepared detailed topographic surveys of existing sound walls and proposed sound <br />wall locations, existing overpass bridges and existing utilities. Rightofway base mapping was also prepared for <br />this project. <br />4.2 Tatsumi and Partners, Inc. <br />Tatsumi and Partners is a landscape architectural and planning firm providing design and consulting services to public <br />sector clients throughout the western U.S. since 1981. The firm is built on a team of individuals recognized as leaders <br />in their respective fields but sharing a common characteristic attention to the clients and their needs. The furs s work <br />includes planning, design, construction documents, construction administration and plan checking for cities, counties, <br />stare agencies, and transportation authorities. URS and Tatsumi and Partners have worked together many times over <br />the past decade and provide a seamless working relationship. <br />Tatsumi and Partners is certified as a minoriryowned, disadvantaged business enterprise (MBE/DBF,/SBE) by <br />Caltrans, the State of California Unified Certification Program, the City of Los Angeles, OCTA, the County of Los <br />Angeles Metropolitan Transportation Authority, and numerous other agencies. <br />American Sod* of Landscape ArehlNchirAlifomin <br />BSILendecepe ArchhechirelCalifornis State University, Pomona <br />David Tatsumi served as Project Manager for several projects involving street or highway enhancements for the City of <br />Santa Ana, City of La Habra, City of Glendale, the Alameda Corridor East Authority, OCTA and Caltrans. In this <br />capacity, he coordinated the overall work for the projects, monitored progress, coordinated all design work, oversaw <br />quality assurance and served as the primary liaison between the firm, the client and Caltrans or city personnel. During <br />the course of these projects, he has modified the firm's standard quality assurance system to meet the specific needs of <br />each client and Caltrans.
