PROCEDURAL RULES <br />PUBLIC HEARING <br />1. ZONING ORDINANCE AMENDMENT NO. 2013-01 <br />(Continued by Planning Commission: July 8, 2013 to July 22, 2013) <br />The City of Santa Ana is requesting approval of a zoning ordinance amendment to <br />establish regulations related to emergency shelters, transitional housing and <br />' supportive housing for the homeless. <br />PUBLISHED IN THE ORANGE COUNTY REPORTER: June 28, 2013 <br />PUBLICLY NOTICED: June 27, 2013 <br />RECOMMENDATION: <br />Recommend that the City Council adopt an ordinance approving Zoning Ordinance <br />Amendment No. 2013-01. <br />Associate Planner Melanie McCann presented the staff report and recommendation. <br />She met with Lacy Neighborhood Association on July 19 to discuss the ordinance <br />and the expansion of the existing Salvation Army facility. Ms. McCann indicated a <br />neighborhood working group will be discussed at the July 24 meeting and <br />commented on the letter from Jose Leal opposing the Salvation Army expansion. <br />An email was received from Jose L. Leal in opposition to the expansion of the <br />Salvation Army facility. <br />' Public hearing opened. <br />Robert Cook stated the overlay zone does not include the Civic Center area and <br />suggested pursuing the City-County to sell their vacant buildings. He also <br />recommended changing the cobblestone material of the walkway in the City Hall <br />courtyard area entering Council Chambers to assist the wheelchair constituents. <br />Jose Leal, Lacy Neighborhood Association, spoke in opposition to the ordinance and <br />Salvation Army expansion. <br />Patricia Arroyo, landlord and former resident of Lacy neighborhood, requested more <br />time to formulate impacts on the neighborhood and present to the City Council. <br />Armando Olvera, working with Showers of Blessings, commented that he feeds <br />homeless on Saturdays; provides clothing and seeks shelter; trying to build a shower <br />with toilet facility in a donated trailer for the homeless . A plumber by trade, he <br />requested assistance and direction to continue with his efforts to help veterans, <br />homeless and the needy. <br />' Jean Watkins, Social Director at the Salvation Army, spoke in support of the facility <br />expansion to assist the homeless and collaborate with the community; noted the <br />Salvation Army has been a part of the neighborhood for over 40 years. <br />Scott Larson, Executive Director for Home Aid, serves on Gounty Commission for <br />the Homeless, commended the Planning staffs community outreach efforts and <br />policy draft.
