Proposal to the City of Santa Ana <br />Proposal to Provide a Management Compensation Study <br />to senior management. Ms. Brew has also administered compensation, benefit, retirement and <br />health and wellness programs (including, but not limited to, group health, life, disability, FSA, <br />CDHP, defined benefit and defined contribution benefits); analyzed program costs, utilization <br />and participation; identified discrepancies or deficiencies and recommended changes or <br />corrective actions. <br />Ms. Felicia Clayton is a Project Consultant with CPS HR who has more than over 20 years of human <br />resource experience with a diverse background across all boundaries of public, private and non- <br />profit organizations. Ms. Clayton has served as Project Manager for a district -wide classification <br />study and the redesign of compensation system impacting 1800+ employees; developed action <br />plans, facilitated focus group meetings, directed project staff and oversight of work performed by <br />consultants. In addition to her classification and compensation expertise, her human resource <br />experience also includes work in the areas of mediation and dispute resolution; employee and <br />industrial relations; project management; and talent management, which includes recruitment, <br />staffing and selection and training & development. <br />Ms. Monica Garrison Reasch is a Project Consultant with CPS HR with more than nine years of <br />human resource program experience, all of which have been spent serving as either a team <br />consultant or Project Manager on projects working with public sector agencies. Her primary <br />professional focus over the last several years has been on classification and compensation <br />practices. She has served as either a team member or Project Manager on varied projects <br />including large -scale studies done for the County of Bernalillo, the Eastern Municipal Water <br />District, Imperial Irrigation District, and the California State Department of Personnel <br />Administration and smaller specialized studies for agencies such as the Sacramento Municipal <br />Utilities District, the Los Angeles Department of Water and Power, Orange County and the City <br />of Bell. <br />CPS HR CONSULTING Page 113 <br />
