Orange County Conservation Corps <br />Santa Ana Workforce Investment Board - The Youth Service Provider Network <br />Request for Proposal <br />PY 201312014 <br />B. What kind of impact has your services made to the youth in the <br />community? <br />The Orange County Conservation Corps will enroll the neediest at -risk youth as designated <br />by the Santa Ana Youth Council, those who need to learn how to work and go to school. <br />The Corps is a six to twelve month comprehensive program with various components and <br />strategies designed to guide and support youth into being employable, trainable, self- <br />sufficient adults. The program's support services and paid work experience help the <br />youth to stabilize their lives and help them deal with the many issues they face on a daily <br />basis so they can first maintain their employment and education program. Once the <br />youth become stable and are able to maintain employment and education, they will <br />continue to be assisted in furthering their education, improving their work skills, and <br />seeking better employment post -corps, leading to a life of self-sufficiency. <br />C. Indicate average annual operating budget and sources of revenue. <br />The annual operating budget for the Orange County Conservation Corps is: 6.9 million <br />D. Will the program dedicate a full-time case manager? YES <br />E. Discuss the current full-time and part-time employees and their <br />experience. Identify the specific employees dedicated to this proposed <br />program. Please elaborate the qualifications of the case manager that will <br />work directly with the youth participants. (Highly encourage that the <br />program dedicate a full-time case manager to the program.) <br />The Case Manager to be assigned to the 2013-2014 Santa Ana Youth grant is the same <br />individual who has been working with Santa Ana youth for the past four years. Prior to <br />working as a Case Manager assigned to Santa Ana, he served as a Supervisor for the <br />Orange County Conservation Corps. His empathy and understanding has been a tribute to <br />the success of the Santa Ana Youth program operated by OCCC. <br />111. State the Problem <br />A. Describe the problem that you are trying to address. <br />There is a need for a long term holistic approach to working with youth to assist them in <br />overcoming the multiple barriers that most at -risk youth have in their lives. Without a <br />holistic approach, youth may complete a short term training course, earn a valuable <br />certificate to get a job, but not be able to maintain that job due to their inability to deal <br />with personal issues that cause them to have poor attendance and/or not be productive <br />in the workplace. While short term training programs and workshops have a place in <br />youth and workforce development, a more longterm, holistic approach is needed by <br />many, and especially the neediest, youth to ensure that they have the time and support to <br />overcome the multiple barriers they face to becoming lifelong learners, trainable, <br />employable, and self-sufficient members of society. <br />IV.
