Orange County Conservation Corps <br />Santa Ana Workforce Investment Board -The Youth Service Provider Network <br />Request for Proposal <br />PY 201312014 <br />The Orange County Conservation Corps primarily enrolls, trains, and employs the hardest - <br />to -reach and neediest segment of our youth population. These are the 18-25 year old <br />out-of-school youth who are primarily high school dropouts, the youth who are or have <br />been homeless and/or runaways, the youth in foster care, the youth who are court <br />involved, and the youth who have had incarcerated parents. They are the youth that fit <br />the description of "at -greater -risk" as defined by the Office of Juvenile Justice and <br />Delinquency Prevention. <br />B. Of the youth that your agency will serve, what barriers do they typically <br />face? (Examples: basic life necessities, homelessness, hygiene, high school <br />dropouts, transportation, poverty, gang affiliation, education, substance <br />abuse, etc.). <br />• Average age of those enrolled is 20.0 years <br />• 81% have not completed high school at the time of entry <br />• 95% live within the Orange County boundaries <br />• 65% are or have been court -involved, including on probation/parole <br />• 26% are parents <br />• 13% are or have been in foster care <br />• 30% are or have been gang -affiliated <br />• 41% had incarcerated parents during childhood years <br />V. State the Solution <br />A. Please elaborate on how your agency will solve the problem and barriers? <br />Corps Members may remain at the Orange County Conservation Corps for up to two years <br />to earn... learn... and serve. This gives Corps Members the time necessary to develop the <br />skills to enter the workforce; and the OCCC program provides an opportunity for Corps <br />Members to earn a living through paid work experience, learn job skills and further their <br />education, while they serve their community by completing work projects. <br />VI. Proposed Program <br />A. Describe the program, indicate the number of youth that will be served <br />and identify if the program will serve foster youth, youth with disabilities, <br />and youth on probation? <br />The Orange County Conservation Program is a transitional work/school program that <br />combines work and school daily in a structured, supervised program, inclusive of the <br />following program components: <br />• Provide jobs for foster youth, youth with disabilities and youth on probation and <br />who <br />are Older and/or Out -of -School WIA eligible youth and are Santa Ana residents; <br />• Meet/exceed the WIA outcomes for entered employment or education, credential <br />attainment, and skill gains as outlined by the Santa Ana Youth Council; <br />EXHIBIT A <br />
