Mayor Pulido closed the Public Hearing. <br />Councilmember Reyna spoke in support of project and applauded features <br />of development. Councilmember Sarmiento noted ratio of open space <br />and recreational amenities being proposed by developer; concerned with <br />in-lieu fee (as it relates to affordable housing) - proposed re-negotiation of <br />fee and; <br />City Attorney Carvalho recommended that staff be provided negotiation <br />parameters of in-lieu fee. <br />Councilmember Sarmiento noted for the record that he had met with <br />developer on the matter prior to meeting. <br />Mayor Pulido suggested that item be continued to approve whole <br />package. <br />MOTION: Continue consideration of matter to the October 21, 2013 <br />City Council meeting and convene Ad Hoc Committee (Sarmiento <br />and Tinajero) to negotiate the term of the in-lieu fee and any other <br />matters that may be pending. <br />MOTION: Sarmiento SECOND: Pulido <br />VOTE: AYES: Benavides, Martinez, Pulido, Reyna, Sarmiento, <br />Tinajero (6) <br />NOES: None (0) <br />ABSTAIN: None (0) <br />ABSENT: Amezcua(1) <br />RECESSED THE CITY COUNCIL MEETING AT 8:13 P.M.
