Agreement with the Police Officers Association <br />October 21, 2013 <br />Page 2 <br />5) Computation of Workweek for Overtime: Amend overtime language to more closely mirror <br />FLSA guidelines by not counting Sick leave and Personal Necessity leave as hours worked. <br />6) Assignment Seniority: POA members shall not lose departmental seniority for absences of <br />less than 12 weeks. <br />7) Compensatory Time Banks: The POA and City agree to take employees' existing <br />compensatory time bank and divided into two banks; one to be used as it currently is, as <br />time off or to be cashed out as allowed; the other to be used as time off only. <br />8) Vacation Carryover: Request for vacation carryover will require signatures of Police Chief, <br />Personnel Director and City Manager. <br />9) Catastrophic Leave: The City will allow POA members to donate Vacation time, <br />Compensatory time and Holiday time to eligible employees. <br />10) Detective Assignment: Current employees assigned to perform the duties of <br />Detective/Investigator assigned to the Investigations Bureau shall be subject to an annual <br />review, subject to organizational needs, to determine whether to continue the employee in <br />the assignment. <br />11) Career Development Pay: Employees hired after January 1, 2014 shall be eligible for a <br />modified Career Development Pay. <br />12) Court Appearance: Employees assigned to Watch 3 who are required to appear in court <br />following the end of his/her shift shall receive an additional two hours of pay at time and one <br />half for the inconvenience of having to go to court after the end of his/her shift. <br />13) Personal Necessity Time: Increase the sick leave time that may be used for Personal <br />Necessity from 48 hours to 66 hours per calendar year. <br />14) Vacation and Holiday Banks: The parties agree to modify the maximum annual holiday <br />leave benefit carryover as follows: 2014 - 160 hours; 2015 - 140 hours; 2016 - 120 hours; <br />2017 - 100 hours; and in 2018 - 80 hours. <br />15) Joint Labor Management Team: The City and the POA agree to meet to discuss <br />implementation of a new salary matrix. <br />16) Release Time: The City will provide the POA with a quarterly analysis of the POA use of <br />union time. <br />25A-2
