Agenda Report Page 3 <br />Tentative Schedule: <br />City Staff and SCAA agree that the best time to issue a Call for Artists would be in early to <br />mid- February 2012, with the painting to take place in late April 2012. In the meantime, City <br />staff would meet with the City's Design Review Subcommittee to establish themes and <br />general guidelines for the artwork. <br />Conclusion: <br />For this pilot program to be successful, the quality of the artwork must be outstanding. To <br />ensure that the quality of the artwork meets San Clemente's standards, it is recommended <br />that each artist selected be awarded $1250 as an honorarium, plus reimbursement of up to <br />$200 for materials. Research into other successful programs has shown that the caliber of the <br />work is significantly higher when the compensation is within this range. Remuneration will <br />also encourage professional artists to apply and ensure that the jury has several high - quality <br />entries from which to choose. <br />Finally, $1250 is an educated guess on cost of a fairly modest community reception for the <br />artists and artwork, including publicity, food and beverages; a $1000 contingency is to cover <br />estimated expenses of utility box cleaning and prepping with primer, vandal - resistant coating <br />of utility boxes, and site clean -up. <br />coninrended <br />,;lion: STAFF RECOMMENDS THAT the City Council: <br />1. Accept the SCAA's offer to partner with the City in developing a pilot program for <br />"Utility Box Public Art" and authorize the City Manager to work with the SCAA and <br />other community groups to publicize the pilot program. <br />2. Approve the Utility Box Public Art Pilot Program in concept, with program details to be <br />prepared by staff, and approved by the City Manager, in cooperation with die SCAA. <br />3. Determine if a City Councilntember, appointed Commission/Committee member, or Staff <br />should serve on the alt jury. <br />4. Allocate $9,500 to fiord the pilot program from Council Contingency Account No. 001- <br />203- 44900- 000 - 00000. <br />Fiscal Impact. $9,500.00 (5 Honoraria x $1,250 = $6,250 + Supplies 5 x $200 = $1,000 + Logistics & <br />reception $1,250 + Contingency $1,000 = $9,500) <br />Attachments: 1.
