Head , <br />SAN CLEMENTE CITY COUNCIL MEETNG <br />Meeting Date: September b, 2011 <br />Department: Community Development <br />Prepared By: James Holloway, Community Development Director <br />Jeff Hook, Senior Planner <br />Alison Simpkins, Planning Intern <br />Subject: UTLLITYBoxPUBLICART- PROPOSAL FORA PILOT PROGRAM TV SAN CLEXIENTE. <br />Summary: The Mayor became aware that many California cities have adopted programs to transform <br />utility boxes along sidewalks and street corridors into works of art. These programs beautify <br />the public right-of-way, enhance community pride and raise awareness of public art among <br />citizens and visitors. In addition, these programs are an opportunity for local artists to gain <br />visibility. The City's General Plan Advisory Committee (GPAC) has discussed the <br />possibility of recommending a public art program as part of the General Plan update; and, the <br />San Clemente Art Association has submitted a letter offering to partner with the City to <br />develop and implement a "Utility Box Public Art" pilot program, as described in Attachment <br />1. The following information is provided so that Council may consider implementing a Pilot <br />"Utility Box" public art program. <br />Staff surveyed several cities to learn about their utility box public art programs, including <br />San Luis Obispo, Oceanside, Las Vegas, NV, Ashland, OR, Wenatchee, WA, and others. <br />These cities followed similar courses of action to carry out their programs. In general, utility <br />box art programs are initiated by City Council in concept, with the support of the local art <br />association. <br />The process usually includes the following steps: <br />1. A "Call for Artists" is released a few months before a planned utility box painting event. <br />The Call for Artists asks artists to submit a resume, a sample of past work, a mock -up <br />design for the box, and a brief description of how the design reflects the theme. <br />1 Entries are typically reviewed by an Arts Council or jury of art professionals and <br />community members. <br />3. The selected artist is asked to sign an agreement and liability waiver (examples included <br />in Attachment 2). <br />4. Painting begins on a designated day and a Reception /Art Walk event is held either on that <br />day or upon the completion of the art works. Also included in Attachment 2 are examples <br />of the "Call for Artists" notices and other details that have been thought out and used by <br />several cities. <br />EXHIBIT 3 <br />Community Development Agenda Repon <br />25E -9 <br />
