Replacement Housing Plans for <br />1129 S. Orange and 622, 624, <br />626 and 628 N. Garfield <br />September 20, 2004 <br />Page 2 <br />and moderate - income housing markets, the Community Redevelopment Agency <br />shall adopt, by resolution, a replacement housing plan. This replacement <br />housing plan shall, among other things, specify how and where the Agency <br />shall provide replacement housing units. <br />Currently there are Agency -owned properties that require the adoption of <br />Replacement Housing Plans. The Replacement Housing Plan (Exhibit 1) has <br />been prepared for the property located at 1129 S. Orange, which was <br />acquired by the City for the McFadden Avenue Realignment project. The <br />remnant parcel was transferred to the Agency. The Agency is now prepared <br />to move forward with a development project containing several remnant <br />parcels from the McFadden realignment. <br />The second Replacement Housing Plan (Exhibit 2) has been prepared for the <br />properties located at 622, 624, 626 and 628 N. Garfield. These units <br />were originally purchased to be used for replacement housing units. <br />While awaiting the final development of these properties, Community <br />Preservation has inspected the units and deemed them uninhabitable. Due <br />to health and safety reasons, it is recommended that they be demolished. <br />CEQA COMPLIANCE <br />In accordance with the California Environmental Quality Act, EIR No. 91- <br />03 was certified on May 16, 1994, for the McFadden Realignment Project <br />that includes 1129 S. Orange. The properties located at 622, 624, 626 <br />and 628 N. Garfield are exempt from further review. Categorical <br />Exemption Nos. ER -126 and ER -128 have been filed for the Garfield <br />properties. <br />FISCAL IMPACT <br />s no fiscal impact associated with this action. <br />Patricia C.
