Approve an appropriation adjustment authorizing a $233,770 loan <br />repayment from South Main Redevelopment Project Area and <br />appropriating $233,770 to the Capital Outlay Fund for Improvements <br />Other Than Buildings. <br />2. Award a contract to S &L Specialty Contracting, Inc., the lowest <br />responsible bidder, in accordance with lump sum amount of $341,245 <br />for the Festival Hall noise mitigation project. <br />3.
